China suspends implementation of certain export control measures involving rare earths, lithium batteries and other critical resources: MOFCOM

China announced on Friday the suspension of several 2025 export control measures on strategic resources, including export controls for rare earths, superhard materials, lithium batteries, and other strategic resources, according to a statement the Ministry of Commerce (MOFCOM).

Upon approval, the implementation of Announcements Nos. 55, 56, 57, and 58 of 2025 jointly issued by MOFCOM and General Administration of Customs (GAC), as well as MOFCOM's Announcements Nos. 61 and 62 of 2025, is suspended, starting from Friday (November 7, 2025) to November 10, 2026, the statement said.

The announcement pertains to the pause of four notices issued on October 9 this year. These notices had imposed export controls on certain items related to superhard materials, rare earth equipment and raw/auxiliary materials, medium and heavy rare earths, as well as lithium batteries and synthetic graphite anode materials.

Friday's suspension also covers the control measures on certain overseas items related to rare earths and rare earth-related technologies, which were released earlier also on October 9.
