CCTV: UN Secretary-General Guterres and UNGA President Baerbock, among others, indicated that China's Global Governance Initiative carries profound meaning and its core tenets are compatible with the purposes and principles of the UN Charter. During the general debate of the current UNGA session, many leaders also praised the Global Governance Initiative. Marking UN's 80th anniversary, Guterres said multilateralism is "under assault." Media coverage is also keenly focused on the existing deficit in global governance and the urgency of reforming and improving it. What is your comment?

Guo Jiakun: At the historic juncture of the UN's 80th anniversary, many countries are seeking the answers of questions such as where humanity is headed, what choice to make between multilateralism and the law of the jungle, and whether to revitalize international cooperation or give way to unilateralism and bullying. What we've seen at this year's general debate shows that the prevailing consensus of the global community is to uphold the UN's status and strengthen global governance. Earlier this month, President Xi Jinping put forward the Global Governance Initiative, emphasizing sovereignty equality, international rule of law, multilateralism, a people-centered approach, and real actions. The initiative provides China's solution to global governance challenges. Its core tenets are in line with the purposes and principles of the UN Charter. The initiative shows China's firm support for the UN, reflects the shared aspiration of the international community, and has received wide support.

The Global Governance Initiative, and the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, each have their own focus and at the same time complement each other. Together they form a systemic public good China presented to the world. It injects stability and certainty into a turbulent world, and shines a spotlight on China's commitment and contribution in international affairs. China looks to work with all parties to advance the four initiatives, and deliver for people across the world peace and development envisioned in the UN Charter.

Reuters: A senior official from Taiwan is in Poland and has said that Taiwan and Europe both face the same threat from authoritarianism. Does the Foreign Ministry have any comment on these remarks?

Guo Jiakun: There is but one China in the world and Taiwan is an inalienable part of China's territory. The one-China principle is the political foundation for China to establish and develop diplomatic relations with other countries. The principle is also a basic norm in international relations and a prevailing international consensus. China firmly opposes any form of official interactions between China's Taiwan region and countries having diplomatic ties with China. We urge relevant country to strictly abide by the one-China principle, stop providing platforms for "Taiwan independence" separatists' activities, and not send any wrong message to "Taiwan independence" separatist forces.

The Lai Ching-te authorities send people to countries in various names, through which they blatantly spread disinformation and fallacies to advance their separatist agenda. They peddle the so-called "mainland threat" and "democracy v.s. authoritarianism" narratives, woo external forces to back their quest for "Taiwan independence," and incite antagonism and confrontation, having no scruples at all about spiking up tension and revealing their nefarious agenda to the world. Nothing the DPP authorities say or do will ever change the historical and legal fact that Taiwan is part of China, or the overwhelming international commitment to the one-China principle, and still less the inevitability of China's reunification.

Anadolu Agency: U.S. President Donald Trump announced a plan to end Israel's war on Gaza. The plan includes phased withdrawal of Israeli forces with transitional governance and security arrangements. What is China's comment?

Guo Jiakun: China welcomes and supports all efforts conducive to easing the tensions between Palestine and Israel, and calls on relevant parties to implement relevant UN resolutions, realize a full ceasefire in Gaza and release all those held captive at once, and alleviate the humanitarian crisis as soon as possible. China advocates upholding the principle of "Palestinians governing Palestine" and pursuing the two-State solution. We stand ready to work with the rest of the world and make relentless effort for a comprehensive, just and lasting solution of the Palestinian question at an early date.

Reuters: President Donald Trump on Monday announced fresh tariffs on imported timber and lumber, kitchen cabinets, bathroom vanities and upholstered furniture. Does the Foreign Ministry have any comment?

Guo Jiakun: Tariff and trade wars have no winners, and protectionism leads nowhere.

China News Service: This morning, the Development Research Center of the State Council released the China Development Report 2025. What's your comment?

Guo Jiakun: The China Development Report 2025 gives an account of what China has achieved last year through its modernization in terms of theory, institution and outcome. It offers a panoramic view of the new circumstances faced by Chinese modernization and the achievements from the perspective of innovative, coordinated, green, open and shared development. The report is an important reference for other countries to study China's development path and explore a pathway for common development.

Facing a complex and challenging international landscape, China's economy has made progress while maintaining overall stability. High-quality development is steadily advanced and new quality productive forces are full of vigor. China has offered the rest of the world opportunities through sound development driven by new quality productive forces. Under the Global Development Initiative, over US$23 billion has been mobilized to help the Global South thrive and prosper and more than 1,800 cooperation projects have been carried out. High-quality Belt and Road cooperation lifted over 40 million people out of poverty in total. China has hosted the China International Import Expo, the China International Consumer Products Expo, the China Import and Export Fair, the China International Fair for Trade in Services, the Global Digital Trade Expo, and other events. We give all least developed countries having diplomatic relations with China zero-tariff treatment for 100 percent tariff lines, and through concrete actions, give a boost to the implementation of the United Nations 2030 Agenda for Sustainable Development. We carry out a visa-free policy for easier cross-border travel and welcome more foreign friends to visit China during the upcoming National Day holiday.

Development is an eternal theme of humanity, and no country should be left behind. China's advancement in modernization will motivate other countries to march towards modernization so as to create a world of common development and progress.

Reuters: Internet and cellphone services were down across Afghanistan today, according to local residents and internet monitoring services. The Taliban administration has not explained the outage. Does the Foreign Ministry have any comment on this development in China's neighbor?

Guo Jiakun: We noted relevant reports.

Antara: China is expected to record a daily average of millions of border crossings during the upcoming National Day holiday, which starts tomorrow. It includes foreign tourists due to China's visa-free policy. How can the safety of all travelers, including foreign visitors, be ensured?

Guo Jiakun: The National Day and Mid-Autumn Day holidays are usually called the "golden week." Many have planned trips for the upcoming holiday. We welcome more foreign friends to make full use of China's visa-free programs to visit and experience our magnificent country. I hope and believe that the visitors will enjoy their journey. China will continue to work effectively to keep Chinese and foreign tourists safe. We would also like to remind foreign visitors to take necessary safety precautions.

The following question was raised after the press conference: On September 27, the UN Security Council failed to adopt the draft resolution for a technical extension to resolution 2231 tabled by China and Russia. The UK, France and Germany claimed that under resolution 2231 the Security Council will reimpose sanctions on Iran starting from September 28. What's your comment?

Guo Jiakun: The aim of the draft resolution for an extension was to make more time and space for diplomatic negotiation on the Iranian nuclear issue and create favorable conditions for eventually achieving a political settlement of the issue. Pushing through the "snapback" mechanism is not constructive and has severely reversed the political and diplomatic process of resolving the Iranian nuclear issue.

The U.S.'s unilateral withdrawal from the Joint Comprehensive Plan of Action is the root cause of today's crisis. China maintains that peacefully resolving the Iranian nuclear issue through political and diplomatic means is the only viable option and opposes the threat of force, slapping sanctions and pressuring. China calls on the U.S. and European countries to show political sincerity, make more diplomatic effort, take the Iranian nuclear issue back to the right track of political and diplomatic settlement and prevent the situation from further escalation. China will continue upholding an objective and just position and play a constructive role for reaching a settlement that accommodates the legitimate concerns of all parties.
