
Ding Xuexiang and Russian Deputy Prime Minister Alexander Novak Co-chair the 22nd Meeting of the China-Russia Energy Cooperation Committee

On September 26, 2025, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council Ding Xuexiang and Russian Deputy Prime Minister Alexander Novak co-chaired the 22nd meeting of the China-Russia Energy Cooperation Committee in Beijing.
Ding Xuexiang stated that energy cooperation is a model of equal, mutually beneficial and practical cooperation between China and Russia. In recent years, President Xi Jinping has had multiple meetings and conversations with President Vladimir Putin, engaged in in-depth strategic communication, and guided the continuous consolidation and development of the comprehensive energy partnership between China and Russia, bringing tangible benefits to the people of both countries. China is ready to work with Russia to further implement the important common understandings reached between the two heads of state, elevate energy cooperation to a higher level, and make greater contributions to ensuring the energy security and sustainable development of both countries and the world at large.
Ding Xuexiang put forward three suggestions on deepening practical cooperation between China and Russia in various fields of energy. First, deepen the integration of interests, steadily advance the construction and operation of key projects, and consolidate major achievements in energy cooperation. Second, leverage complementary advantages, tap into the potential for cooperation in areas such as renewable energy, hydrogen energy and energy storage, and promote energy transition and development. Third, strengthen coordination and collaboration, jointly practice true multilateralism, and advance the implementation of the Global Governance Initiative in the energy sector.
Alexander Novak said that under the strategic guidance of the two heads of state, Russia-China energy cooperation has yielded fruitful results. The Russian side is willing to make joint efforts with the Chinese side to give full play to the guiding and coordinating role of the Russia-China Energy Cooperation Committee, expand energy cooperation between the two countries, advance the implementation of established projects, and better support the high-level development of Russia-China relations.
During the meeting, the two sides reviewed the cooperation in areas such as oil, natural gas, coal, electricity, renewable energy and nuclear energy, had an in-depth exchange of views on future cooperation, and reached broad consensus.
After the meeting, Ding Xuexiang and Alexander Novak jointly signed the meeting minutes.
