Xi holds talks with leaders attending V-Day events

Chinese President Xi Jinping held a series of diplomatic meetings on Thursday with visiting leaders who are in Beijing to attend the commemorations marking the 80th anniversary of the victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War.

Xi, general secretary of the Communist Party of China Central Committee and Chinese president, held talks with Kim Jong-un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People's Republic of Korea (DPRK), in Beijing on Thursday, according to Xinhua News Agency.

China and the DPRK are good neighbors, good friends and good comrades who share a common destiny and stand by each other, Xi said.

General Secretary Kim Jong Un came to China to attend commemorations marking the 80th anniversary of the victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War. This demonstrated the DPRK's firm resolve to safeguard the outcomes of the victory in World War II, and provided an important opportunity for the two parties and two countries to further develop friendly and cooperative relations, Xi said.

Xi on Thursday also met with Miguel Diaz-Canel, first secretary of the Central Committee of the Communist Party of Cuba and Cuban president.

The two countries should adhere to sincere mutual assistance and systematically promote development cooperation, Xi said, adding that China stands ready to continue providing Cuba with assistance and support within its capacity.

Xi urged both sides to implement the Global Development Initiative (GGI), the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative effectively and work together to better build the International Organization for Mediation to make greater contributions to world peace and development.

China will continue to firmly support Cuba's just struggle against interference and blockade, Xi said.

The two parties and two countries enjoy close relations and an unbreakable bond of friendship, Diaz-Canel said.

He emphasized that Cuba looks forward to further strengthening all-round cooperation and high-quality Belt and Road cooperation, and stands ready to provide a more favorable business environment for Chinese enterprises.

The two sides issued a joint statement on accelerating the building of the China-Cuba community with a shared future and signed multiple bilateral cooperation documents.

Diplomatic whirlwind

According to Xinhua, Xi on Thursday also met with Thongloun Sisoulith, general secretary of the Lao People's Revolutionary Party Central Committee and Lao president, Vietnamese President Luong Cuong, Zimbabwean President Emmerson Mnangagwa, President of the Republic of the Congo Denis Sassou Nguesso and Slovak Prime Minister Robert Fico as well as Serbian President Aleksandar Vucic in Beijing.

During his meeting with Thongloun Sisoulith, Xi stressed that given the complex and profound changes in the international and regional landscape, the two sides need to view and approach China-Laos relations from a long-term and strategic perspective, and firmly support each other on issues concerning their respective core interests and major concerns.

China is ready to deepen exchanges with Laos on experience in party and state governance, Xi said.

Thongloun said the Laos-China relationship is now at its best in history. Laos fully supports the GGI proposed by General Secretary Xi Jinping and stands ready to strengthen coordination and cooperation with China on the international stage, Thongloun said.

President Xi, during his meeting with Vietnamese President Luong Cuong, called on both countries to jointly safeguard the outcomes of the victory in World War II and uphold international fairness and justice.

Luong Cuong said relations with China are of strategic significance to Vietnam and constitute a top priority in the country's foreign policy. Faced with a world of changes and chaos, Vietnam will firmly develop its relations with China, he added.

Xi and President of the Republic of the Congo Denis Sassou Nguesso jointly announced upgrading bilateral ties to a high-level community with a shared future, during their Thursday meeting.

Xi and Zimbabwean President Emmerson Mnangagwa announced on Thursday upgrading the two countries' relations to an all-weather community with a shared future during their meeting, Xinhua reported.

Xi, during his meeting with the Slovak Prime Minister Robert Fico, called on the two countries to uphold the vision of a community with a shared future for humanity, practice true multilateralism, and promote the reform and improvement of the global governance system. He expressed hope that Slovakia will continue to play a positive role in promoting the sound and stable development of China-EU relations.

Fico said Slovakia attaches great importance to its relations with China, and is ready to deepen exchanges on governance experience, strengthen cooperation in various fields, further facilitate personnel exchanges, and welcome more Chinese enterprises to invest in Slovakia.

During the meeting with Serbian President Aleksandar Vucic, Xi said China and Serbia made tremendous sacrifices and important contributions to defeating fascism on the Asian and European battlefields respectively during WWII, adding that the two countries should uphold a correct historical perspective on WWII and safeguard the hard-won outcomes of the anti-fascist war as the current world is fraught with changes and turmoils.

Serbia will never forget the valuable support and assistance provided by China during its difficult times, and will continue to firmly support China on all issues concerning China's core interests, Vucic said, adding that Serbia looks forward to further strengthening practical cooperation between the two countries.

China maintains extensive exchanges with countries in Southeast Asia, Africa, the Americas, and Europe, showcasing China's efforts to foster peace and prosperity while mitigating conflict and instability amid a turbulent global situation, Li Haidong, a professor at the China Foreign Affairs University, told the Global Times on Thursday.

Meanwhile, leaders of some European countries, possibly under pressure from domestic conservative forces, did not participate in China's recent diplomatic events. However, through pragmatic and extensive exchanges with countries such as European Union member state Slovakia, China sends a positive and clear signal to Europe. As a region that was impacted heavily by international dynamics, Europe should recognize China's significant role and irreplaceable value in promoting equal international relations and achieving true multilateralism, Lü Xiang, a research fellow at the Chinese Academy of Social Sciences, told the Global Times.

GGI wins wide support

On Thursday, multiple visiting leaders expressed support to Global Governance Initiative (GGI) .

Vucic said Serbia fully supports the Global Governance Initiative proposed by President Xi, noting that its principles, such as adhering to sovereign equality and advocating a people-centered approach, are of great significance to reforming and improving the global governance system, according to Xinhua.

Cuba highly appreciates and fully supports President Xi's GGI and will actively implement them to promote a more just and equitable international governance system, safeguarding the common interests of developing countries, said Diaz-Canel, according to Xinhua.

GGI arises from the increasingly severe "governance deficit" in today's world. The collective rise of emerging markets and developing countries has altered the balance of international power, yet the existing governance system fails to fully reflect this reality, with developing countries significantly underrepresented and lacking a voice, Pan Deng, director of the Latin American and Caribbean Region Law Center at the China University of Political Science and Law, told the Global Times.

In this context, GGI proposes five core principles, consistent with the purposes and principles of the UN Charter, providing a pathway to address the governance deficit and build a more just global governance system. It also highlights China's role as a responsible major power. China is not only the proponent of the initiative but also its active implementer. The initiative demonstrates that China consistently aligns its own goals with global interests, practicing true multilateralism through concrete actions and providing more global public goods to the world, Pan said.
