
HK authorities specify 16 absconders involved in subversive organization 'Hong Kong Parliament' in Gazette

The Secretary for Security exercised the powers conferred by the Safeguarding National Security Ordinance on Monday to specify 16 individuals involved in subversive organization "Hong Kong Parliament" who are suspected of committing offences endangering national security outside the Hong Kong Special Administrative Region (HKSAR) through notices published in the Gazette, the HKSAR government said in a statement.
These 16 absconders, along with three other men — Yuan Gong-yi, Fok Ka-chi, Choi Ming-da, are suspected of committing offences under the Hong Kong National Security Law by organizing, establishing, or participating in the "Hong Kong Parliament" outside the HKSAR, the statement said.
On July 25, the National Security Department of the Hong Kong Police Force issued wanted notices for the above 19 individuals for suspected of violating Article 22 of the National Security Law for Hong Kong: the offense of subverting state power. Accordingly, the police applied to the court for arrest warrants, the HKSAR government said in a statement.
The 16 absconders specified on Monday, according to the statement, will be prohibited from making or dealing with funds, engaging in certain immovable property activities, and participating in joint ventures or partnerships with relevant individuals, while the measure of "cancellation of HKSAR passports etc." is applicable to most relevant absconders.
For Yuan, Fok, and Choi, the Secretary for Security had already exercised powers conferred by Section 89 of the Safeguarding National Security Ordinance, in June and December 2024, to specify them as absconders and to specify the measures to be applied against them through Gazette notices.
A spokesperson for HKSAR government said that "These lawless wanted criminals are hiding in the UK, the US, Canada, Germany, Australia, Thailand, China's Taiwan region, and continue to blatantly engage in activities that endanger national security."
They also intended to incite hatred through smears and slander against the Central Authorities and the HKSAR, the spokesperson said, adding that "We therefore have taken these measures to make a significant impact."
The police also reminded the public that except under the authority of a license granted by the Secretary for Security, any person who, directly or indirectly, engages in any financial dealings with the relevant absconders commits an offence and is liable, upon conviction, to imprisonment for seven years.
The Secretary for Security has instructed the police to compile the relevant evidence for him to consider exercising the power under Section 60 of the Safeguarding National Security Ordinance to prohibit the operation of the "Hong Kong Parliament" and the "Hong Kong Democratic Independence Union" in the HKSAR, the statement said.
