Chinese Embassy in UK responds to EU concerns over China's rare-earth exports control measures affecting shipments

In response to a media inquiry about European companies' concerns that China's export control measures on rare earths might affect shipments to the EU, the Chinese Embassy in the UK said on its WeChat account on Thursday that it is a sovereign right and international responsibility for any country to impose necessary regulations on dual-use items - goods that can serve both civilian and military purposes.

China's policy is in line with international practices, does not target specific countries and contributes to safeguarding world peace and stability, according to an embassy spokesperson.

China has always acted in a responsible and non-discriminatory way by taking into full consideration other countries' legitimate needs for civilian use and their concerns and reviewing export license applications in accordance with laws and regulations, the spokesperson said.

As long as export control regulations are observed and necessary procedures are followed, the normal demands of European companies will be guaranteed. Rare-earth exports have never been and should never be an issue between China and the EU. The relevant Chinese authorities have also established a "fast track" for European companies, fully demonstrating the importance they attach to EU side's concern.
