China temporarily suspends export controls of dual-use items for 28 US entities following trade talks: MOFCOM

China's Ministry of Commerce (MOFCOM) announced on Wednesday that it has temporarily suspended export controls of dual-use items for 28 US entities starting Wednesday, following the joint statement issued after the China-US economic and trade talks in Geneva.

In response to media inquiries about follow-up measures regarding the Export Control List, following the joint statement from the China-US economic and trade talks in Geneva, which stated that China would suspend or cancel non-tariff countermeasures against the US which took effect from April 2, 2025, a MOFCOM spokesperson said on Wednesday that pursuant to relevant export control laws and regulations, the Ministry of Commerce issued Announcements No. 21 and No. 22 on April 4 and 9, 2025, respectively, adding a total of 28 US entities to the Export Control List, prohibiting the export of dual-use items to these entities.

China has decided to suspend the aforementioned measures for 90 days starting May 14, 2025, the spokesperson said, noting that exporters seeking to export dual-use items to the 28 listed entities must apply to the Ministry of Commerce in accordance with the Regulations of the People's Republic of China on Export Control of Dual-Use Items.

The Ministry will review applications in accordance with laws and regulations, and permits will be granted for those that meet the requirements, per the ministry.
