Washington's 'competition and control competition' strategy toward China unlikely to succeed: State Security Ministry

The US government's so-called "competition and control competition" strategy toward China is unlikely to succeed, as China won't follow the pace of the US and will continue to keep its strong strategic determination and self-confidence, China's Ministry of State Security said on Monday in a post, seen on its Wechat account.
The post said that, recently, multiple US officials visited China with pledges that the Biden administration will not seek to contain China's development but aspires to maintain stable bilateral relations. At the same time, however, the US has been stirring up trouble while talking down China's economy, which shows the Biden administration is playing an old game that is to "play both sides of the fence".
Of the two-pronged strategy of "competition and control competition", the "competition" prong is the prime part, which includes "decoupling" or "de-risking" in economy, and ganging up with its allies against China politically, according to the post.
The post noted that the US' foreign policy toward China during the past decades was "contact and containment," similar to the "competition and control competition" strategy.
The 'control competition" prong means its approach to try to manage the magnitude of its containing measures. The Biden administration's narrative that "de-risking" push is not the same as "decoupling" is an example of this strategy. The post emphasized that "competition" is strategic while "controlling competition" is tactical and serves to mobilize the "competition".
The post explained the major reasons for the US government to adapt the strategy, including releasing "mixed signals," attempting to comfort its competitors, and undertaking limited cooperation with the competitors through "a window of dialogue."
The "competition and control competition" strategy is unlikely to succeed, as the time and historical development trend are not on the side of the US, the post read. At a time when the world's modernization process is developing at a high level, it is impossible for the international community to allow a country known for practicing hegemony and bullying others to act arbitrarily, the post said.
The post added that it is impossible to contain China through implementing the "competition and control competition" strategy, urging the US to completely abandon its hegemonic mindset, while establishing a comprehensive and sustainable global security concept to promote the common good for the international community.
