Two senior officials under investigation after 5th plenary session of 19th CPC Central Committee

Two senior Chinese officials are being investigated for violation of discipline and law, including Party secretary of Sanya in Hainan Province Tong Daochi, who used to work for Rand Corporation in the US, a rare experience for Chinese officials.

China announced the investigations of the two officials on Sunday and Monday respectively, shortly after the fifth plenary session of the 19th Central Committee of the Communist Party of China (CPC) was concluded on Thursday.

Gao Cailin, deputy secretary-general of the Jilin provincial government, has been put under disciplinary investigation on suspicion of serious violation of discipline and law, the CPC Central Commission for Discipline Inspection (CCDI), China's top anti-graft agency, said on Monday, one day after it announced the probe of a senior official in South China's Hainan Province.

Gao used to work at the People's Bank of China Shanghai Branch and financing office of Jilin.

One day before Gao's probe, the CCDI announced that Tong Daochi, a member of the Standing Committee of the Hainan Provincial Committee of the CPC and secretary of the CPC municipal committee of Sanya, was being investigated for suspected serious violations of Party disciplinary rules and laws, making him the first official to be probed after the 5th plenary session of the 19th CPC Central Committee.

Tong worked for the China Securities Regulatory Commission and Ministry of Commerce before being appointed to his current position in 2018.

Tong has also worked for international organizations, including as a research fellow at the Rand Corporation, a US-based research organization that offers public policy recommendations, between 1994 and 1998, and at the World Bank.

The 19th Central Committee of the CPC concluded its fifth plenary session in Beijing on Thursday with the release of a communique.
