A milestone document made public on Tuesday highlights China's strong resolve to pursue the development path of socialism with Chinese characteristics as well as its firm determination to improve the system and capacity of governance through continued reform and opening-up.
The document contains the decision of the Communist Party of China Central Committee on some major issues concerning how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China's system and capacity for governance. It was adopted at the Fourth Plenary Session of the 19th CPC Central Committee held in Beijing last week.
Xi Jinping, general secretary of the CPC Central Committee, told more than 3,000 participants at the session that advancing reform and opening-up in the new era requires better governance systems and capacity.
Reform and opening-up in the new era need the nation's redoubled efforts in institution building, Xi said. Due to the deep-seated problems confronting reforms in the years ahead, there is greater demand for top-level design, and reforms need to be carried out in a well-conceived, holistic and synergistic manner, he added.
Deepening overall reforms in the new era should be in line with the nation's development needs and the trend of the times, should continue to deepen institutional reforms to make the country's systems in various sectors more mature and established and eventually modernize the country's system and capacity for governance, Xi said.
The document calls for upholding and improving the socialist economic system and promoting high-quality development of the economy.
While highlighting the need to uphold and improve the "one country, two systems" principle and advance the peaceful reunification of the motherland, the document reaffirms China's commitment to advancing the building of a community with a shared future for mankind as well as the opening-up structure for win-win cooperation.
It underscores the importance of openness and win-win cooperation in the nation's development strategy as well as its active participation in the reform of the global governance system to enhance the building of a fairer and more reasonable international order.
