No tolerance to challenge to 'one country, two system': official

An official from the Basic Law Committee of Hong Kong and Macao on Friday stressed that China will continue to exercise its comprehensive governance over the two special administrative regions in accordance with the Constitution and the Basic Law, and will never tolerate any challenge to the "one country, two systems" principle.

Shen Chunyao, director of the Legislative Affairs Commission of the National People's Congress Standing Committee and the Basic Law Committee of Hong Kong and Macao, made the remarks at a press conference on the fourth plenary session of the 19th Central Committee of the Communist Party of China (CPC).

China will resolutely guard against and contain outside interference in Hong Kong and Macao affairs, and will prevent and curb any separatist, subversive infiltration and sabotage activities, Shen said.

Shen said that the session put forward some measures and requirements for further governance of Hong Kong and Macao. First, the central government will continue to administer Hong Kong and Macao in accordance with the law, and improve the systems and mechanisms relevant to the implementation of the Constitution and the Basic Law. The current policy of Hong Kong people administering Hong Kong should be carried out with patriots comprising the main body.

The central government will improve the system and mechanism for the appointment and removal of the chief executive and principal officials of special administrative regions (SARs). Meanwhile, the central government will establish and improve the legal systems and enforcement mechanisms for the SARs to safeguard national security, and will support the regions in strengthening their law enforcement power.

The central government also vowed to help Hong Kong and Macao blend into the country's overall development, and to support the regions' economies and livelihoods. It pledged to strengthen education in Hong Kong and Macao society, particularly for public servants and youth in terms of promoting the knowledge on the Constitution, Basic Law, national conditions, Chinese history and culture.

The 19th CPC Central Committee of the Communist Party of China concluded its fourth plenary session in Beijing on Thursday with the release of a communiqué, which comprehensively covered different issues and fields regarding the improvement of the socialism with Chinese characteristics system and advancing the modernization of China's system and capacity for governance.

Concerning the principle of "one country, two systems," the communiqué stated that governance over Hong Kong and Macao must be based on the Constitution of the People's Republic of China and basic law…and a legal system and law-enforcement mechanism in the special administrative regions (SARs) for safeguarding national security should be established and improved.

One country is the premise and foundation, and two systems are subordinate to one country, Shen stressed.
