INTRO: After a massive protest on Tuesday, Hong Kong's top official is promising to be more responsive to its people, but the legislation that sparked the protest appears headed for approval. Mindee Hansen reports from Hong Kong.

TEXT: Hong Kong people have taken to the streets before to protest the anti-subversion legislation known as Article 23, but the turnout Tuesday of more than five-percent of the population seems to have shaken the leadership of the Chinese territory.

About 500-thousand people marched through Hong Kong to protest the measure, which is aimed at preventing treason, subversion, and the theft of state secrets.

Critics say the legislation goes too far and will limit freedom of expression and other basic rights.

The governments of the United States and the United Kingdom have voiced concerns about the proposed laws.

Lee Cheuk-Yan, who helped organize Tuesday's protest, says another demonstration is planned.

Mr. Lee says protesters must surround Hong Kong's legislature on July ninth, when the anti-subversion legislation is to be voted on. Despite the protests, the legislation is expected to pass. (SIGNED)
