Spokesperson on the Draft Resolution tabled by A Few Countries Concerning "Taiwan's Participation in the UN"

On August 3 (New York time), Senegal and a small handful of countries addressed a letter to the Secretary of the UN, asking for the deliberation of the so-called Taiwan's participation in the UN at the 55th session of the General Assembly, advocating the inclusion of the Taiwan question into the framework of the UN peace and security mechanism, and attempting to create "two Chinas" and "one China, one Taiwan" in the UN. This constitutes a wanton trample of the purposes and principles of the UN Charter, a distortion of the organizational nature of the UN, and a brutal interference in China's internal affairs. We are greatly angered by and resolutely opposed to it.
There is only one China in the world. Taiwan is an inseparable part of China's territory and the People's Republic of China is the sole legal government representing all the Chinese people as a whole. It is an indisputable fact universally recognized by the international community. As is know to all, the UN is an inter-governmental organization formed by sovereign states. Taiwan, as a province of China's, is not qualified to "participate in" the UN and its special organs. Moreover, the UN is by no means an occasion to solve the internal issue of a country. In 1971, the 26th session of the GA adopted, by an overwhelming majority, Resolution No. 2758, which is of historical importance and completely resolved the issue of China's right to representation in the UN politically, legally, and procedurally. From then on, the government of the People's Republic of China naturally represents the whole body of Chinese people, including Taiwan compatriots, in the UN and its organs. Therefore, there does not exist the issue of so-called Taiwan's participation in the UN.
The General Affairs Committee of all the sessions of the GA since 1993 explicitly refused to include the so-called Taiwan question in the agenda of the GA. It fully testifies to the resolute position of the majority of the member states of the UN on upholding the authoritativeness of the UN Charter and Resolution 2758 and also shows that any attempt to go against the purposes and principles of the UN Charter and the wish of the vast number of member countries cannot prevail. The small handful of countries tabled the draft resolution trying to include Taiwan in the UN in a new form, but they are destined to failure in the old manner.
The Taiwan question is purely China's internal affair and the Chinese people's own business, which does not allow for any foreign intervention. To achieve an early settlement of the Taiwan question and the complete reunification of the motherland is a common aspiration of the Chinese people as a whole, including Taiwan compatriots. If the Taiwan authorities have any sincerity, they should explicitly accept the one China principle, clearly state they are Chinese, be unequivocally committed to the goal for reunification, and put it to practice. Within the one China framework, the two sides of the Taiwan Straits can find a way for a peaceful settlement of the Taiwan question through negotiation. To realize China's peaceful reunification according to "one country, two systems" conforms to the fundamental interests of the whole Chinese people, including Taiwan compatriots. We firmly believe that in the just cause of upholding our national sovereignty and territorial integrity, the Chinese government and people will continue to receive the support and understanding of the governments and peoples of all the countries in the world that stand for justice.
