Spoksperson on the allegations by the US State Department against a US corporation regarding providing satellite technology to China

April 11, 2000

Q:The US State Department charged Lockheed Martin Corporation with violating Arms Export Control Act of the US by providing the scientific assessment of the Chinese-made satellite motor to Asia Satellite communications company, of which CITIC is the holding company. What is your comment?

A: We have taken note of the relevant report. The spokesman of China Great Wall Industries has reacted to it. The so-called China's acquisition of technological assistance from Lockheed Martin when conducting research and development of EPKM is totally groundless. China relies completely on its own efforts in developing the EPKM which is used to launch Asiasat-2 communication satellite. We have also noticed that Lockheed Martin Corporation has rejected the State Department allegation. In addition, as for as I know, CITIC is only one of the shareholders of Asiasat, instead of its holding company, and it has never taken direct part in the operation activities of Asiasat.

The normal economic and trade intercourse and scientific and technological exchanges between China and the US serve the common interests of the peoples of the two countries. The US government should maintain these normal exchanges instead of setting obstacles to disturb and affect them. Any attempt to cling obstinately to the cold war mentality and to derail China-US relations by whatever means will only end up in failure.
