Premier Zhu Rongji Meeting with US Presidential National Security Adviser Samuel Berger
(March,29,2000)
On the afternoon of March 29, Premier Zhu Rongji met with Samuel Berger, Assistant to the President for National Security Affairs of the US at Zhongnanhai,Beijing.
Premier Zhu expounded China's principled position on the Taiwan question, emphasizing that no matter who is in power in Taiwan, he should not be up to "Taiwan independence" and any form of "Taiwan independence" is not allowed. Premier Zhu urged the US to fully recognize the importance and sensitivity of the Taiwan question.
Premier Zhu remarked that the Chinese Government has always attached importance to China-US relations and has made positive efforts in the improvement and development of China-US relations and will continue to do so. However, we have our principles in developing China-US relations, namely, to strictly abide by the three China-US joint communiqués and the basic norms of international relations, in particular principles of mutual respect of sovereignty and territorial integrity and non-interference in each other's internal affairs. President Jiang and Clinton have set the direction and framework for the development of China-US relations oriented towards the 21st century and the two sides should continue to work jointly for reaching this goal.
Berger expressed that US-China relations are at an important juncture. The US Government sticks to the one China policy, abiding by the three US-China joint communiqués and refraining from supporting "Taiwan independence", "two Chinas" or "one China, one Taiwan" or Taiwan's membership in any international organization that requires statehood. The US Government will continue to dedicate itself to the establishment of US-China constructive strategic partnership. The US Government hopes that China will accede to the WTO smoothly and the US side is firmly committed to granting China the PNTR status.
Premier Zhu noted that facts have proved that developing economic cooperation and trade between China and the US benefits both sides. The bilateral agreement between China and the US on China's accession to the WTO is a win-win result. The Chinese side hopes that the US side will implement its relevant commitments in a down-to-earth manner.
