Canada-Brazil Defence Cooperation Agreement Enters into Force

March 3, 2025 - Ottawa, ON - National Defence / Canadian Armed Forces

On February 28, the Canada-Brazil Defence Cooperation Agreement went into force, following the official ratification by both Governments. This agreement enhances the strong defence ties between Canada and Brazil and solidifies continued cooperation to support regional peace and security.

With the implementation of this agreement, Canada and Brazil will advance defence cooperation through training and education; United Nations peacekeeping operations; science and technology; and shared regional and international priorities. Brazil is a key military partner in the hemisphere and demonstrates leadership in regional peace support operations.

This agreement strengthens relations with Canada's largest trading partner in South America and promotes economic opportunities in defence procurement. This partnership will open new strategic opportunities for Canada's aerospace and defence industry to provide products and services to Brazilian defence programs, including air traffic control and maritime tracking satellites, telecommunications equipment for ground operations, aircraft maintenance and overhaul training, and new sea patrol ships.

The Canada-Brazil Defence Cooperation Agreement serves as a testament to the strong relationship between Canada and Brazil and demonstrates Canada's reliability as a partner in the Latin America and Caribbean region.

  • Canada and Brazil enjoy a relationship that began in 1866, when Canada opened its first trade mission in that country.

  • In 2024, Minister of National Defence Bill Blair met with his Brazilian counterpart José Mucio during a bilateral meeting on the margins of the 16th Conference of the Defence Ministers of the Americas in Mendoza, Argentina.

  • Canada's Military Training and Cooperation Program (MTCP), which aims to build partner capacity and advance defence diplomacy by delivering training in the areas of language enhancement, professional development, and multinational operational cooperation, has 19 active member countries in the Americas and sponsors hundreds of students from the region each year. Since 1963, the MCTP has provided training to around 9,600 participants from Latin America and the Caribbean.

  • Since January 2025, HMCS Margaret Brooke has been taking part in Operation PROJECTION 25-01 which included a port visit to Rio de Janeiro, Brazil, in early February 2025. It will also involve a scientific visit to Brazil's Antarctic base.

  • Brazil is Canada's third largest trading partner in the Americas after the U.S. and Mexico. Merchandise trade between Canada and Brazil totaled $13.3 billion in 2023.
