BORIS YELTSIN PROPOSES ALEXANDER LUKASHENKO A COMPREHENSIVE PROGRAMME ON INTEGRATION BETWEEN THE TWO COUNTRIES MOSCOW, JANUARY 13, /RIA NOVOSTI/
The Russian president, Boris Yeltsin, sent a message to the Byelorussian president and incumbent chairman of the supreme council of the Russian and Byelorussian commonwealth, Alexander Lukashenko, which proposes a comprehensive programme with specific measures aimed at accelerating and deepening integration processes in the commonwealth.
Emphasising the fact that "the Russian and Byelorussian commonwealth successfully exists", the president of the Russian Federation considers its necessarily important to approve the programme drafted by the commonwealth executive committee and start implement it in order to synchronize economic reforms, create favourable economic and legal conditions for more effective cooperation and acquisition on a sharing basis of Russian and Byelorussian enterprises which include Slavneft, Naftan, Azot and Beltransgaz. President of the Russian Federation Boris Yeltsin emphasises that his country is ready to involve in this process any ministry or department which will be of help.
In addition, Boris Yeltsin proposed to complete the unification of customs codes of the two countries within the shortest time, which should have been done back in the mid of 1995, and to take measures together with Russia in order to improve the infrastructure of customs in Byelorussia. This will help to avoid 5-6 trillion rouble losses which the both states suffer annually.
The programme calls to set an objective of creating a coordinated system of interests including development of unified fuel and energy balances.
In production plans call to increase the number of joined production programmes, to create transnational structures, to draft the plan for development and placement of cooperating enterprises inside the commonwealth before the year 2000 or 2005.
In order to create a unified regulatory and legal basis by the end of this year, plans call to unify the civil laws of the both states and simultaneously introduce the unified tax law.
Russian president Boris Yeltsin emphasises the necessity to unify the two budgetary systems as soon as possible and create a carefully thought out budget of the commonwealth in order to implement a coordinated structural policy and develop inter-state programmes. The further improvement in the budgetary sphere will speed up unification processes in the monetary systems and implementation of measures aimed at introducing a single currency of the commonwealth.
