So far, some good contracts have been signed with knowledge-based companies, Omid Fza is one of them.
Remote sensing, telecommunications and positioning are the three main missions that are higher than other missions in the space field. There are other missions, including traveling to other planets, for example, traveling to the moon or traveling to Mars, which are not the space priority of Iran today. There is a risk that sometimes a headline will be created in the country's space programs, which will not really create serious added value for the country, while also costing the country a lot. In the exploratory programs in other countries, it is mainly "international", for example, in the Artemis project, the United States is trying hard to involve other countries in this project to finance its costs from others, and one of the best ways to finance The cost is receiving money from the rich countries of the region.
Iran does not look at a series of missions that are very ambitious and have been added to the basket of regional countries as a danger. Of course, it is possible that in the missions of travel to other worlds and space explorations that some countries in the region are looking for, side missions of the space industry will also grow, which can be a serious alarm for Iran that would be given special attention.
At the beginning of the establishment of Omid Faza Company, the intention was to attract investors with the aim of developing telecommunication systems, for which they designed a business plan and had relatively long negotiations with various types of investors. Unfortunately, in the early years, they were not able to convince investors that the field of activity is economic.
In the years when the "Amid Space" company was formed, the space organization was looking for the formation of the private sector, but the beginning of its problem began with the approval of the satellite operator Zamin Angag and with the second term of the previous government. It seemed that the issue was not chosen correctly, because in the field of telecommunications, the discussion of systems is replaced by satellites, and if the private sector wants to act in the old field of satellites, it is either impossible or very difficult. This issue of systems should be changed.
This wrong policy happened because of lack of experience. The plan of the Space Organization was to form the private sector in the service sector, and the organization's opinion was that in the space value chain, the part that has the most revenue is the service sector and will have the most motivation for the private sector, but this was on the condition that this market is attractive. have a private sector.
The operator's license that they intended to grant to the private sector had been planned in the field of geospatial telecommunication satellites and its content had been set, but the problem was that the market was an old one and the new private player could not compete, and the other problem was that the content was seen to be solely based on the domestic market and the domestic market did not have its traction. In fact, it was based on the old music market, and secondly, its international image was very weak and we did not have a trump card in it.
At the same time, another approach was formed in the Iranian Space Organization, which is not limited to the service sector in the value chain, and in the higher layers related to the design and construction of satellites, attention is also paid to the private sector, and two tenders were held, which finally did not arrive. And many of the contents, including the evaluation of contractors and other topics, were not suitable for the local conditions of the country, and these adjustments were made with the help of other fields, and finally, no one won the necessary points in these tenders.
The head of the Iranian Space Organization had said in a meeting that the evaluations made for the participation of companies in the tenders were such that only a company like SpaceX was able to win it! On the other hand, there were no serious private actors at that time.
An important thing happened in the new government, that from the top of the government, there was a serious determination for the prosperity of the country's space industry. In the previous periods, efforts were made in layers such as the space organization, but because there was not enough determination from the government leaders, it did not come to fruition. Most of the help in the early years to Omid Fza was done from the position of the scientific assistant in the previous period, because it was the beginning of work and there was a lot of distrust in this industry.
Omid Faza changed strategy and decided to take R&D with 80% overlap in the direction of quickly finding customers for products. For this reason, Omid Faza changed strategy from telecommunication satellites to remote sensing satellites, because in terms of technologies, they shared 80% with each other, and the difference was that in telecommunication satellites, the system must be formed and it requires a lot of capital, but In remote sensing satellites, it is also possible to attract customers with a single satellite.
At the beginning, Omid Faza signed a civil partnership agreement or so-called consortium with three knowledge-based companies, and practically the initial core was formed in terms of execution capability for the construction of satellites, and it was agreed that these knowledge-based companies would contribute as much as possible in terms of human resources and financing in this field.
The scientific assistant helped a lot at this point, with the condition that Omid Faza must attract a customer, which was also attractive for Omid Faza. For the development of the first sensing satellite, Omid Faza formed a partnership with knowledge-based companies, and for financing, one-third of the private partnership, one-third of the scientific assistant, and another third of it was provided by another customer.
