5. Governance and resources
A
number of factors are arguing for new ways of defining and implementing a space
policy in Europe, including the EUs imminent enlargement and its prospective
adoption of a Constitutional Treaty, pressure from the space industry (including
manufacturers, operators and service providers) for restructuring and a general
reassessment of their policies by other space powers, most significantly the
US.
