Nguyen Xuan Phuc and Pham Minh Chinh were re-elected as Vietnam’s president and prime minister on 26 July 2021. Pham Minh Chinh was born in 1958 in the United Loc Commune, Hau Loc district, Thanh Hoa province. He was with the students who were sent to study in Romania and graduated as an engineer of the construction industry. He has academic titles of assistant professor position, and Doctor of Law. He worked at the Department of Scientific Research, Economics and Technology, Ministry of Interior, whose term as First Secretary at the Embassy of Vietnam in Romania.
Working at the Ministry of Public Security since 1996, he held the position of Deputy Director and then Director, then was appointed General Director of the General Logistics - Engineering. He was appointed Deputy Minister of Public Security (8/2010).
He was appointed Major General People's Police (2007), Lieutenant-General (2010). He is member of the 11th Central Committee Party, was elected as Party Secretary of Quang Ninh (8/2011). May 4/2015, he was mobilized Politburo assigned as Deputy Chief PRIVATE Organizing Committee.
