The top person in charge is the Director of the Army Reorganization Center (the major general is missing).

In 1999, the "Army Ordnance Industry Development Center No. 1 Plant" was transferred to the Joint Logistics Headquarters and renamed as the "Joint Logistics Weapon Base Service Office" due to a fine case. After the Jinjin case in 2005, all units of the Military Reconstruction Center were transferred to the jurisdiction of the Joint Logistics Service and renamed the Joint Logistics Service Development Center . The Joint Logistics Service will separate the originally separated "Weapon Base Service Factory" (Wuji Factory) and "Chemical Base Service The "Huaji Factory" was merged into the "Wuhua Refurbishment Factory of the Joint Service Ordnance Industry Development Center".

Most of the army's armored vehicles are produced and repaired and their heavy equipment is guaranteed, but they are not responsible for the production of parts. Most of the parts are outsourced to factories outside the country for production, and only the final processing and assembly work are carried out. At present, the production capacity of military vehicles maintains four production lines, with a maximum annual output of about 50 armored combat vehicles.
