DLS Specijalni sistemi doo Beograd" (DLS)

The Serbian company DLS Special System planned 122mm SPH & 105mm FSV based on MT-LB APC. The 105mm turret is named Light Turret High Performance Low Recoil Gun (LT-HPLRG-AT), which has been used on Calidus' Wahash 8×8 large-calibre fire support vehicle. Other soruces report that the Serbian company DLS Specijalni sistemi doo Beograd is developing a light tank on the chassis of the Soviet 2S1 Gvozdika self-propelled guns. A turret with a modified 100-mm T-12 / MT-12 Rapier anti-tank gun is used as a combat module. All of these systems are very very poorly attested, and appear to be one-off sales models which surfaced in a 2018 company promotional calendar and as of late 2021 seemed to have no buyers.

The private company DLS Special Systems, founded on March 31, 2015, positioned itself among the ten most successful companies under realized contracts from 2015 and at the agreed value in 2016, all with the company's share capital in the amount of of only 1,000 dinars. This company quickly became one of the most important subcontractors of the company Borbeni složeni sistemi from Velika Plana - especially in the production of the self-propelled howitzer NORA-B52. And recently, a contract was signed with Cyprus for the sale of 24 howitzers of this type and eight "Milos" combat vehicles.

"Even without the Bazaar stories about who the real owner of that company is, there is a well-founded suspicion of trading in influence, which is a serious crime. Or - at the very least - abuse of the official position of the acting director," retired navy captain Nikola Lunic, a former military intelligence officer, told Vreme.

The founder and owner of the company is a respected full professor, Dr. Slobodan Jaramaz, who, in addition to his educational abilities, has shown that he is one of the most successful business managers in Serbia. And without any kind of advertising or internet presentation.

Although part of the professional public expresses suspicion that he is the real owner of the mentioned company, and the company is already connected with the acting assistant minister of defense Nenad Miloradovic, the professor agrees to an accomplice role risking not only criminal responsibility, but also compromising his entire professional career. And everything works probably disproportionately small personal benefits.

And in the circles that deal with the problems related to the purpose-built industry, stories can be heard that Miloradovic is behind the company DLS Special Systems and that is why he got profitable business cooperation with Jugoimport SDPR in the production of weapons. By the way, the multi-barrel rocket launcher - a product of DLS Special Systems - mounted on the chassis of the FAP-1830 truck could be seen during last week's visit of the Minister of Defense Aleksandar Vulin to the company Prva petoletka - dedicated; this company also works as a subcontractor for Jugoimport's Complex Combat Systems.

Due to the bureaucratic attitude and negligence of the state, the Military Technical Institute (VTI) was gradually left without staff - they move to private companies where they are offered better conditions, and they bring with them what they did on certain projects. This is not strange, because if young engineers in VTI have a salary of 50,000 dinars, and someone offers them 3-4 times higher - of course they will leave. Also, it is not surprising that there are more and more private companies that are starting to deal with the production of weapons and military equipment .... Such a devastating situation for the army is recognized by people from the top of the Ministry of Defense as they shrug helplessly.

Technical documentation, mostly related to cannon projects, was copied and presented at the Military Technical Institute (VTI), without anyone wondering where it ended up. What is known for sure is that the information from the construction documentation of NGOs is not necessary for the functional performance of any position or functionary duties in the defense system, not even the duties of the Assistant Minister for Material Resources. But such information would be very useful for the profitability of individual private companies.

While the success of the private DLS company in Myanmar can be explained by the long-standing good contacts of individuals that the new company received on a platter, the attempt to offer a 155 mm self-propelled howitzer from Bosnian production to the company "Metropolitan industries" from Bangladesh, that is, its director Zubayir Hassan, as well as the overhaul of light tanks, deserves a deeper analysis. Fortunately, the DLS management withdrew the offer of howitzers after they came into conflict with the business policy of the state company "Yugoimport SDPR", which exports to Bangladesh exclusively through its exclusive representative Syed Kader Iqbala.

On 03 January 2020, the President of the Supervisory Board of Zastava Oruzje, Colonel Ivica Marjanovic, denied the allegations of certain Zastava experts that he is a "frequent guest in the company DLS Special Systems". "It is true that I am the director of control of the military industry in the Ministry of Defense, but I have never been to DLS Special Systems, nor do I know where that company is located", claimed Marjanovic. He adds that the criminal charges filed against him by two employees of Zastava Oruzju, due to "torture and endangering the safety of the factory" - which Glas Šumadije wrote about - were rejected in August 2019, due to "lack of evidence".
