Technological developments rooted in the achievement of higher-speed radar jamming, as well as the use of AI and automated C2 to significantly increase the speed of action, are in line with other achievements in the capabilities of EW, published in late 2017. by the then Deputy Minister of Defense Yuri Borisov. This applies in particular to the Palantin, Rtut-BM and Tirada-2S systems. The performance characteristics of these EW complexes confirm the extent to which the Ministry of Defense has emphasized the need for continuous technological development of such systems in order to strengthen the military capabilities for combat in the electromagnetic spectrum (EMS).Voyenno Promyshlennyy Kuryer, August 24).

The operational and tactical complex “Palatine” was developed by one of the divisions of Rostech-AD “Concern Sozvezdie”. This group of Russian defense companies also has the task of developing military C2 automated systems. Palantin surpasses similar complexes from previous generations. It is equipped with high-tech equipment and dazzles the enemy’s technical means in both the ultra-shortwave and shortwave bands, depriving parts of an efficient C2 by organizing “unsolvable problems” in communications. Palantin ensures the active conduct of effective radio investigation and suppresses all known radio communication systems of a potential enemy. This includes complexes formed on the basis of modern software-defined radio (SDR) platforms. It can combine several different EW systems in one network. During tests conducted in the Central Military District in 2019, Palantin was tested by EW specialists working as part of a battalion tactical group, in which he managed to suppress the radio communications of simulated enemy forces in an area up to 1000 km (Voyenno Promyshlennyy Kuryer, August 24, 2021; Svpressa.ru, April 22, 2020).

A fundamentally new operational-tactical complex of electronic warfare was developed by one of the divisions of Rostec - JSC Concern Sozvezdiye. In terms of its functional capabilities, "Palantin" is several times superior to similar complexes of previous generations. Equipped with high-tech equipment, it is able to blind the enemy's technical means both in ultrashortwave and shortwave ranges, to deprive units of effective control by organizing "insoluble problems" with trunking and cellular communications.

The technical capabilities of the Palantin make it possible to ensure the active conduct of effective radio reconnaissance and effective suppression of all known radio communication systems of a potential enemy. Including complexes formed on the basis of modern software-defined SDR platforms. "Palantin" is able to neutralize the existing and future radio communications of the enemy, creating interference of several types:

  • strip-barrage;
  • discrete barrage;
  • barrage in frequency.

The complex is characterized by a high degree of mobility, it is equipped with the minimum required number of vehicles. An equally important function of the operational-tactical complex "Palantin" is its ability to form systems, that is, to combine several different electronic warfare systems into one network. This helps to monitor the current situation online and synchronize the use of the complexes at various bases and at all levels of control.

The Department of Information and Mass Communications of the Defense Ministry of the Russian Federation reported that the Tambov Inter-Service Center for the Training and Combat Use of Electronic Warfare is retraining servicemen for the operation of the Palantin. 98 servicemen of 24 OBREB ZVO took part in scheduled exercises. It is in this part, as a result of the rearmament carried out, that outdated samples of special equipment have been replaced with the latest developments equipped with the "Palantin". According to the press service of the Central Military District, promising electronic warfare systems entered service with the district troops back in 2019. The employees of the press service noted that as a result of the re-equipment of military units and electronic warfare units, the combat capabilities of this type of troops have increased in performing complex and large-scale tasks.

The first practical application of the "Palantin" took place at the bilateral regimental exercises of the Western Military District (Voronezh Region). The key task of a fundamentally new electronic warfare complex was designated as a cover for an inter-service military grouping in the southwestern direction. According to the plans of the district command, the operational-tactical complex should provide effective protection of the Russian side from missile and cannon weapons and high-precision weapons possessed by the enemy. The battalion tactical group with the help of "Palantin" carried out the suppression of radio communication systems (electronic reconnaissance) of a simulated enemy in a zone up to 1000 kilometers wide.
