13th Five-Year Plan - 1991-1995
The last, thirteenth Five-Year Plan was designed for the period from 1991 to 1995 and was not implemented due to the collapse of the Soviet Union in 1991 and the subsequent transition to a decentralized market economy. Five-year planning as a tool for managing the economic development of the state was also used in other countries - in particular, in China, India, Pakistan, Vietnam, South Korea, Romania, Indonesia and Ethiopia.
