In the early 2000s, the question arose of the need to create a border patrol ship capable of ice navigation for use in the Arctic in order to protect the country's interests in the high latitudes. At that time, the North Design Bureau in cooperation with the Border Service of the FSB began work on defining the concept of such a ship.

According to the patrol boat ice navigation should go alone in the ice thickness to at least one and a half meters, and should not be "weaker" than the ice strengthening of ships that carry cargo along the Northern Sea Route (NSR). According to experts, two sizes of such vessels were sufficient to ensure Russia's economic interests and the protection of its maritime boundaries around the coast of the Arctic Ocean within a minimum of marine economic zone of Russia.
