DF Ustinov in the end of 1980 instructed the State Planning Committee to include in the production plan for military equipment the construction of another similar TAKR with possible and necessary improvement. However, in this case, it was specifically stipulated the prohibition to increase the main dimensions and displacement of the second ship in accordance with No. 11434 in comparison with the first one in order to ensure the continuity of the construction of ships of this type at the ChSZ.
In April 1980 the Commander-in-Chief of the Navy, S.G. Gorshkov approved the TTZ for the implementation of NPKB design studies in order to determine the rational ways to implement the directive of the Minister of Defense on the reduction of the ship's displacement and the orientation of its aircraft fleet, mainly at the SUVP.
The main type of aircraft for TAKR was determined SC / GDP Yak-41 with the provision of its take-off from the springboard, the total number of LAC - within 46-62 cars. The task was to determine the possibility of basing a prospective SV / UVP with a mass of up to 30 tons and consider two versions of a power plant: KTU and AEU (based on the power plant pr. 11434 and 1144), the displacement of the ship was limited to 55,000 tons.
Based on the results of consideration of the draft 11435 in 1980, the decision was made by the SME, MAP, the Navy and the Air Force, according to which its development, as stipulated in the decree of October 13, 1978, was declared complete. In the interests of further strengthening the aircraft arming of aircraft carriers and determining the balanced LAC formations for the tasks to be accomplished and the areas of combat operations, the NPKB, during the development of Project 11435, was instructed to carry out design studies on the types and composition of the LAC and the means of ensuring their combat use and operation on a ship under a new order for Further development of the project in accordance with the Government Decree of March 26, 1980. Under this assignment, the NPKB carried out 10 options for design studies, which in the autumn of that year Submitted to the Navy and SMEs for consideration.
Based on the results of the work, the TsNIIVC corrected the TTZ of Project 11435, which was submitted for approval to the Commander-in-Chief of the Navy in November 1980. The following main refinements were made to the task: for short and vertical takeoff and landing aircraft, the total number of LACs to be reduced from 52 to 46 vehicles, RLD helicopters to be replaced by the RVDS sub-aircraft, as a backup means for ensuring the short takeoff of Su-27K aircraft, to save one catapult, to reduce the amount of structural protection, and Aviation fuel reserves.
According to the conclusion of the institute, these changes will allow to expect a reduction of the ship's displacement to 55,000 tons, but the military-economic assessment performed showed that, according to the generalized indicator, the combat effectiveness of solving all tasks for the ship according to the corrected TTZ project will be lower by 30% than for TAKR under the draft Project of 1979.
At the end of 1980, at the insistence of DF Ustinov, it was decided to complete the construction of the Nitka complex, with the exception of its equipment created by the Proletarian Plant prototype catapults. The corrected TTZ project was not approved, but the NPKB in 1981 began on it the development of draft 11435 for the second round.
In accordance with the decision on the construction of the second ship, project 11434 and instructions of the SMEs and the Navy, the bureau together with the institutes of the Ministry of Defense, SMEs and MAP developed proposals for the possible improvement of this TAKR and in February 1981 submitted them for consideration.
In April of the same year, they were approved by the decision of the SME, MAP, the Navy and the Air Force to guide the development of the abridged 1143.42 technical design for the second ship, which the NPKB was instructed to submit in the third quarter of 1981 with the exclusion of the prototype catapults created by the Proletarian Plant from the composition of its equipment.
The corrected TTZ project was not approved, but the NPKB in 1981 began on it the development of draft 11435 for the second round. In accordance with the decision on the construction of the second ship, project 11434 and instructions of the SMEs and the Navy, the bureau together with the institutes of the Ministry of Defense, SMEs and MAP developed proposals for the possible improvement of this TAKR and in February 1981 submitted them for consideration.
Improvement Project 1143 - five options were suggested, worked out the basic components: a catapult, emergency barrier arresters, KTU. Tonnage was 65 000 tonnes with the main armament was 12 launchers RCC "Granit".
- Project 1143.2 - the next version of the improvements of the ship. Main work through nodes: two catapult enlarged hangar, flight deck. Tonnage 60 000 tonnes. The main armament: air group composed of 42 aircraft (some of which might helicopters)
- preliminary draft of 1143.5 - have studied the option proposed by docking capabilities. Displacing to 65 000 tonnes. Armament - air group of 52 vehicles (30 aircraft and 22 helicopters), and 12 launchers of PPH "Granit"; v Project 1143.5 (Ustinova-Amelko) - change the ship design to the requirements of the Ministry of Defence. Prorabatyvaemy components: a trampoline, KTU or NPP Project 1143.4 / 1144. Tonnage 55 000 tonnes. The main armament of 12 launchers RCC "Granite" and the air group of 46 Yak-41 type aircraft;
- Project 1143.5 (TSNIIVK) - to adjust the project CRI military shipbuilding. Tonnage 55 000 tonnes. Is considering sites: Catapult added reserve, decreased housing construction, reduced supply of aviation fuel. The main armament Air group composed of 46 aircraft (airplanes shortened takeoff and vertical-type Yak-41)
- Project 1143.42 - adjust the project in favor of the second ship project 1143.4. Tonnage 55 000 tonnes. Are working on components: an increase in the deck catapult. The main armament: air group, consisting of 40 aircraft (AWACS planes are present), RCC "Basalt";
- Project 1143.42 (MO correction) - a revised draft decision on the military. Displacement - up to 65 000 tons. Working components include a springboard. The main armament of 12 launchers RCC "Granit", with an Air Group of 50 aircraft.
These proposals, in order to ensure take-off from the springboard of the Yak-41 SUVP, provided for an increase in the size of the flight deck (including its area from 6,000 to 10,800 m2) by placing the launchers of the Bazalt SCBK in the right board before the superstructure (similar to the adopted for the missile cruiser "Glory" Project 1164) and the displacement of the superstructure to the starboard side. The total number of LAC based on the second ship increased to 40 units, the possibility of basing on it not only Su-27K aircraft but also RLD aircraft was developed, which revealed the need to increase its main dimensions.
The same decision to the Flight Test Institute, MMZ "Speed" and the Ministry of Health. PO Sukhoi MAP was instructed to give the NPKB the necessary data on the geometry of the universal springboard, Yak-41 and Su-27K from the flight deck of TAKR prospect 114342. In May of the same year, D. Ustinov accepted the proposal of the MAP, the Air Force and the Navy to conduct experimental works on the Nitka complex On the shortened take-off from a springboard of fighters Su-27 and MiG-29.
In September 1981, while visiting TAKR Kiev at the West-81 exercises, after the report of the Navy Commander on the phased improvement of the type and subsequent TAKR of this type from ship to ship, the Minister of Defense permitted to increase the displacement of TAKR prospect 114342, in comparison with Under construction of TAKR "Baku", by 10 000 tons (with the corresponding improvement of its TTE, aimed at increasing combat effectiveness).
After that, the Navy suggested that SMEs, during the development of the abbreviated technical project 114342, carry out work on further improvement of its TTE by increasing the total number of LAC from 40 to 50 machines, replacing the Basalt RDC with Granit, strengthening structural protection and changes in other key elements with the increase in displacement by 10,000 tons. Among the aircraft based on the ship, it was proposed to provide, in addition to SC / GDP Yak-41, Su-27K, MiG-29K and RRL aircraft with their take-off from a springboard with two take-off tracks. The question of a catapult for this ship was removed. Moreover, the General Staff raised the issue of stopping all work on the creation and development of catapults.
After repeated visits to the "Thread" by various commissions of the Ministry of Defense, with the participation of NN Amelko, the catapult was excluded from the equipment of this complex, designed for flight testing of aircraft and training pilots for catapult take-off, and only technological (called the acceleration device), necessary for testing, calibration and verification of airfighters, was left. Planes of catapult take-off, started in 1972, were canceled.
After the descent at the end of March 1982, the TAKR "Baku" on the "O" slipway began work on its partial modernization (envisaged by the project developed by the Soyuzproektvf GSPI even during the preparation of the construction factory for the planned laying in 1978 of the head cruiser Ave. 1153) - lengthening and repair, restoration of side rails, the construction of a near-pile platform for the installation of large blocks from bulk sections of hull structures.
After installing on it two giant gantry cranes, purchased on the initiative of BE Butoma in the late 1970's. In Finland (Kone) under the Government's decree on the establishment of ships 1153 avenue, the completion of the reconstruction and construction of the near-stepping platform turned into a modern stackable complex, which later allowed to build ships with increased main dimensions and launching mass.
Due to the tight deadlines for the design of the new TAKR, which was to be laid only six months after the launching of the TAKR "Baku", with the correction of Pr. 114342, the reserve in 11499 at the NPKB was taken as a whole, Which was more in line with the new requirements of the Navy than the first stage of development of 114342.
The practical solution of the task of reducing the displacement of TAKR prospect 11435 with the reduction of its main dimensions and introducing certain changes (with the introduction of technical solutions adopted at TAKR 1143, 11433 and 11434) was entrusted to Deputy Chief Designer of these projects NF Zhukov. This adjustment of the project was completed in March 1982 with the required reduction of the ship's displacement to 55,000 tons, after which it was approved by the Navy and SMEs.
At the end of April, the General Staff prepared a draft report prepared by the SME, MAP and the Navy for the Defense Council with the annex of the draft resolution on the construction of TAKR prospect 114342, approval of its main elements and measures to ensure construction.
When these documents were approved by the General Staff for signing by the Minister of Defense, NN Amelko changed the content of the report and achieved finalization of the decree (May 7, 1982) of assigning to the new cruiser its actual name - TAKR pr 11435, which ensured the implementation of the adopted program on TAKR for 1981 -1990.
