Rawhi Fattuh / Rauhi Fattouh
Rawhi Fattuh was born in 1948 in the Gaza Strip, and he was raised in the Rafah refugee camp, which was controlled by Egypt at the time. Fattuh moved to Jordan in 1967 following Israel's takeover of the Gaza Strip, and he joined Yasser Arafat's Fatah organization in the following year. While living in Jordan, Fattuh earned a master's degree in political science.
In 1983, Fattuh was elected to the Palestinian National Council, which serves as the representative assembley of the PLO. He moved back to the Gaza Strip in 1994 following the signing of the Oslo Accords. Fattuh was elected to the Palestinian Legislative Council in 1996. He served as agriculture minister in 2003 and he became the Speaker of the Palestinian Parliament in the spring of 2004, reportedly after Arafat removed the previous speaker over a power struggle.
According to the Palestinian Constitution, the Speaker of Parliament becomes the temporary head of government for 60 days if the President dies or is removed from office.
