The Program of Refreshing of the Navy foresees the acquisition of three Submarines, 10 to 12 Patrulha-Oceânica Ships and a Logistic Multipurpose Ship.

1ª version of the ship of oceanic patrol, destined to the accomplishment of the tasks utility that compete to the Navy in the areas of jurisdiction or national responsibility, resulted of the necessity affirmed in 1976, to substitute the patrols of the classroom?Cacine? (type Patrol Boat? PB). A group of projecto developed, during the years of 1977 and 1978, the project of a Ship of Fiscalization of Zona Económica Exclusiva (ZEE) with the similar pattern to the one of the corvettes of the classroom?João Coutinho? (type Frigate Small? FS). The inexistence of adjusted financial resources hindered the concretion of this program.
In the 1984 beginning was affirmed the interest of the Navy in the attainment of 14 Oceanic Patrols, to materialize through an exclusively national program (projecto, financing and construction), having been created the Group of Share for the Construction of Navios Patrulhas Oceânicos (GAPO) with the mission to proceed to the respective initial studies, project and projecto. During about one year and way the destined activities had been carried through by the GAPO all to endow the Navy with necessary documents with projecto to the concretion with the program. A time more, the inexistence of adjusted financial resources hindered such concretion.
Through the forwarding nº46/97, of Admiral Chefe of the General staff of the Armed, formal was created the Work group for the Definition of the Objectivos Operational of the New Ships of Oceanic Patrol. q the Objectivos Operational integrating the Formal Requirement of Necessity, had been approved in 1997. This decision not only had for objectivo the establishment of a program for substitution of the patrols of the classroom?Cacine, how also of the corvettes of the classroom?João Coutinho? e of Andrade, data all the ships of these classrooms to be to reach its limit of useful life. q the Operational Requirements for the Ship of Oceanic Patrol (NPO 2000) had been approved in May of 1998.
Is intended with these new ways to execute the tasks utility currently played by the ways to substitute, appointedly the following ones: To patrol, to watch and to fiscalize, in the exercise of the Maritime Authority of the State, coastal and oceanic waters of national jurisdiction; To support, to protect and to control económicas, cientificas and cultural activities on to the sea, the stream bed of the sea and the marine subsoil; To execute, separately or integrated in co-ordinated shares, operations of assistance the people and boats in danger, the scope of Busca and Salvamento (SAR) in the sea; To execute operations of aid and assistance, appointedly in contribution with the National Job of Civil Protection, in situations of catastrophe, calamity or accident; To collaborate with the civil authorities in the satisfaction of the basic necessities and improvement of the quality of life of the populations; To collaborate in the defense of the environment, nominated in the prevention and combat to the maritime pollution.
the Planning of Forces of the Navy foresees the construction of 12 Ships of Oceanic Patrol, destined to promote the gradual substitution of the patrols of the classroom?Cacine, of the corvettes of the classrooms?João Coutinho? e of Andrade, of the ship-maker?Schultz Xavier, as well as guaranteeing the existence of a ship of combat to the pollution. q From November of 1998 gave beginning to the development of relative the initial studies to this program, which had relatively included the comparative analysis of diverse alternatives to the requirements of speed, propeller power, behavior in the sea and cost, having been, finally, seleccionada a simple pattern, satisfying requisite commercial of construction and with reduced garrison. The accomplishment of the assays, in tank of hydrodynamic experiences, of resistance, propulsion and of behavior in the sea, was taken the cable for the Armory of Alfeite (AA). Ship-maker " Schultz Xavier " q Of the efectuados studies was considered that the ship-maker and the ship of combat to the pollution would have to possess the same main features of NPO 2000, even so with adaptations to its specific types of mission. q In November of 1999 is signed a Protocol of Cooperation enters the Armory of the Alfeite, the Naval Shipyards of Viana of Castelo (ENVC) and Naval Shipyards of the Mondego, for the construction of NPO 2000, whose project if found in execution in the AA.
q In December of 2000, through a joint forwarding of Primeiro-Ministro and the Ministers of the National Defense, the Finances, the Economy and the Environment and the Order of the Territory, is made the option for the direct smoothing with the ENVC, for the construction of a ship it patrols oceanic and of a ship for the combat to the maritime pollution.
