Pansio-class minesweepers
The Pansio-class minesweepers are MLI Pansio, MLI Porkkala and MLI Pyhäranta. Mineplates are used for mines, sea transport and base vessel tasks. The vessels are ice-resistant. The ships belong to the coastal fleet and the ships are placed in Turku Pansioon and Kirkkonummi Upinniemi.
In May 2015 Defense Minister Carl Haglund authorized the Defense Forces Logistics Department to enter into a contract for the renovation of three Pansio-class minesweeper with Atlas Elektronik Finland Oy. The acquisition will extend the life of the minefields, while maintaining the vessels' mine-laying capability. In addition, the ability of the class to carry out heavy sea and mother ship operations is being developed. The acquisition is related to the development of the Navy. It has been put out to tender by selected suppliers. The total value of the acquisition is EUR 23.7 million and the deliveries will take place in 2015-2017. In addition, in March 2015, Parliament granted additional funding of EUR 10 million for renovation, which is mainly focused on ship technical renovation and procurement of materials from Finnish manufacturers and suppliers
The renovation project of the Navy's Pansio-class fleet was completed at the end of November 2018. The minesweepers Pansio, Porkkala and Pyhäranta were renovated between 2015 and 2017. The project was commissioned by the Finnish Defense Forces Logistics Department. The renovation of the Pansio-class was carried out by Atlas Elektronik Finland oy in cooperation with Uusikaupungin Työvene oy.
The purpose of the overhaul of the Pansio-class minesweepers was to improve the ship's class performance and extend its life. Mine platforms built in the 1990s will be able to function after renovation until the 2030s. The overhaul was used to develop the ship class's ability to perform various marine defense tasks. The overhaul maintained the ship-class mine clearance capability by maintaining and modernizing existing systems. At the same time, fire and damage resistance and service safety were improved. As a whole new capability, the ability to act as a mother ship that replenishes and empties from other ship units and troops was created.
The " well-designed is half done " proverb goes well with this type of large-scale and complex project with high financial risks. However, planning alone will not get you to the finish. The concrete construction of the ship and the military capability within the required timeframe, and the supervision of the construction, will create the conditions for the launching and operation of ships in the Navy.
In just over two years, three ships underwent a thorough technical life-cycle upgrade for both ship and battle systems. At the end of November 2018, a year has passed since the third refurbished ship of the ship, Pyhäranta, was handed over at the Uusikaupunki shipyard back to the Navy. The year is typically the time span during which issues are handled through reclamation after the release. In turn, the number of claims during the one-year warranty period depends on how well the design work has been done prior to the commencement of construction, and how well the final design and construction supervision has been completed. The number of complaints in relation to the extent of the renovation has been small. The project has also been completed within the required timeframe and planned financial framework. From the point of view of the Navy and the Finnish Defense Forces Logistics Department, the project was completed in a very positive atmosphere. The Navy has three life-cycle upgraded Pansio-class minesweepers capable of demanding tasks.
