Yan liang, in Xi'an, covers an area of 244.4k?and has a population of 240000. Xi'an Aircraft Industry (Group) Company, Ltd, China's Flight Test Establishment, Xi'an Aircraft Design Institute, and Aerospace and Aeronautical College of Xi'an Jiaotong University are located at this district. It is an aviation base mainly in the fields of avionics products, research and development, manufacturing, flight test and scientific study. Deng Xiaoping, Jiang Zemin, Hu Jintao and many other national leaders have visited this aviation base.

Yanliang is an industry city featuring aviation. It also plays a key role in Shaanxi economy development strategy called "One line and Two belts". Xi'an Yanliang aviation hi-tech industry park and Yangliang industry park of Xi'an economy and technology development zone are two national-level new parks having the advantage of aviation industry and aviation hi-tech industry. This two parks share all the preferential development policies from the central government and local government.

The Yan Liang Flight Testing Facility in the outskirts of Xian is usually off limits to international delegations. The civil/military joint use airport is located next to AVIC I (China Aviation Industry Corporation I), China's largest military aviation research and development institute, and is the flight testing and research center for various aircraft from fighter jets to GA applications.

The Yan Liang test base Aerial High-tech Industry Base is the only national aerial high-tech industry base in the whole country. There are aircraft design, manufacture and test and it is the largest aircraft city in Asia, known as "China's Seattle." During the 1980s, the PLAAF did not believe that it was receiving timely and accurate testing data from the aviation ministry during the ministry's development and testing of new aircraft at the Xian Yanliang flight test center. The Training Department is responsible for the Test Flight Regiment (shifei tuan) at Xian Yanliang airfield and its subordinate Test Flight Groups (shifei dadui) which are assigned to each aircraft factory.

In 2007 Liu, Wei-Wei; Qu, Xiang-Ju of the School of Aeronautics Science and Technology, Beijing University of Aeronautics and Astronautics, Beijing 100083, China, published a paper "Modeling of carrier-based aircraft ski jump take-off based on tensor" in the Chinese Journal of Aeronautics [v 18 n 4 p 326-335]. However, there are unconfirmed reports that the Chinese had built a ski jump nearly identical to that of the Varyag at Yanliang [Janliang] Airfield, which is China's main aviation test facility. Reportedly it appeared that preparions were in progress to test aircraft on it. As of early 2008 a variant of the Su-27 was being flight tested at this facility.

Yanliang boasts convenient traffic, Xi'an-Yanliang Express way, No 108 national road, big circle road of Guanzhong plain come across this district. There are roads called " three transverse and six longitudinal" inside this area. A complete set of infrastructures is available in Yanliang with sufficient supply of water, power and gas. Two forest zones around Yanliang, as a part of the project "greening Yangliang and forest city", have presented the unique theme " city in the forest and people in the green". Digitalized Yanliang has come into shape. The advanced digital and network technology has been applied to public service sectors such as telecommunication and bank.
