National Defense Mobilization Department

In January 2016 the PLA disclosed the names of the 15 functional departments under the reorganization of the four headquarters of the People's Liberation Army. Among them, there are newly established departments such as the CMC National Defense Mobilization Department. While streamlining the standing army, strengthening national defense mobilization is a need to enhance national defense and safeguard national security.

The National Defense Mobilization Department has oversight over the reserve forces and the provincial military commands, which had previously been a function of the Military Regionss. This department succeeds the former GSD Mobilization Department, a second-level (Corps Leadergrade) department.

National defense mobilization has a wide range of coverage. In the current military reform, the CMC's military mobilization department is directly under the Central Military Commission and its status and authority are enhanced to facilitate better engagement with the place. This is also an important part of promoting the integration of civilians and civilians.

The provincial military region is a military-level organization set up by the People's Liberation Army in all provinces, autonomous regions and municipalities directly under the Central Government. It leads a number of military divisions and a certain number of troops and is responsible for the military work in the province where the military is located. The main tasks are to lead reserve forces, militia, military service and mobilization. Under the previous system, the military regions of the provinces had been led by the seven major military regions. After the 2016 military reform, the withdrawal of the military region and the re-planning of the war zone were only responsible for joint training and joint operations. The provincial military region was replaced by the defense mobilization department.

In addition to the Ministry of National Defense Mobilization of the CMC system, there is also a national defense mobilization committee at the national level, established in 1994 as a coordinating body charged with mobilizing national defense personnel throughout the country. The director of the national defense mobilization committee is usually chaired by the premier of the State Council while the deputy director is concurrently held by the secretary general of the State Council and the minister of defense while the secretary general is concurrently held by the deputy chief of general staff.

After the 2016 military reform, the director of the National Defense Mobilization Committee was Li Keqiang, the current premier of the State Council, along with Yang Jing, the secretary general of the State Council, and Chang Wanquan, minister of defense, while the secretary general was replaced by Sheng Bin, minister of defense mobilization of the Central Military Commission.

China's national defense mobilization work is jointly led by the State Council and the Central Military Commission. The government at or above the county level and the military relevant departments are responsible for the work of national defense mobilization within their respective fields of reference. As the military department of the local party committees at the same level and the military service organs of the same level, the provincial military region system is the coordinator of the "mobilization in the military field" and the coordinator of "mobilization in the civil field" with outstanding mobilization functions.

In actual work, the general offices of the provincial defense mobilization committees are usually located in the provincial military region and assume the responsibility of comprehensive coordination of national defense mobilization.

By the end of 2016, only 28 provinces are transferred to the military area, with three exceptions, namely the Beijing Garrison, the Xinjiang Military Region and the Tibet Military Region.

The Xinjiang Military Region was the earliest provincial military region that was explicitly transferred to the Army. The official announcement date is February 1, 2016; and the Tibet Military Region officially transferred to the Army in May. It is noteworthy that the Tibet Military Region has become the only provincial-level military region promoted to the level of a deputy major military force in the 2016 round of military reform and became the second provincial military region that has been clearly identified as a deputy military region following the Xinjiang military region.

The Beijing Garrison was formally established on January 30, 1959 and is subordinate to the Beijing Military Region. In June 1985 the corps level was changed to the military level. It is the military work unit of the CPC Beijing Municipal Party Committee and the military service organization of the Beijing municipal government. It is under the dual leadership of the former Beijing Military Region and the Beijing Municipal Party Committee and Government. Its main tasks are to be responsible for the military guard in Beijing, guarding the service, stabilizing the anti-terrorism, carrying out militia, military service and mobilization work, maintaining the military style of the capital troops and assisting the local authorities in safeguarding social order. The Beijing military garrison region was officially turned over to the Army in July 2016 and was clearly assigned to the Central Theater.

The military region of Xinjiang was established in December 1949 as a second-level military region under the jurisdiction of the Northwest Military Region. It was upgraded to a large military region in May 1955 and directly under the leadership of the Central Military Commission. In 1979, it was renamed the Urumqi Military Region. In June 1985, it merged with the Lanzhou Military Region, At the same time the establishment of Xinjiang Military Region, Corps, under the leadership of the Lanzhou Military Region; in April 1992 due to the revocation of Corps-level system and changed to the New Forces level; In October 1998 it was upgraded to the deputy army level.
