Jiang Zemin spent most of his career in China's heavy industry sector. Chinese press reports indicate that he held factory posts in China during 1950-54. By 1964 he was a vice manager of the Shanghai Electrical Apparatus Company. In the 1970s Jiang moved to the central government bureaucracy. He was transferred to Beijing to take charge of the Foreign Affairs Department of the First Ministry of Machine-Building Industry under the State Council. From 1971 until 1979 he served in the First Ministry of Machine Building, which was responsible for developing heavy industry.

In 1998 the Ministry of Machine-Building Industry was downgraded to the State Bureau for Machine-Building Industry under the State Economic and Trade Commission (SETC). Among the highlights of the March 1998 ministerial changes are the transformations of the ministries of coal, machine-building, metallurgy, and internal trade, and the textile and light industry associations, into State "bureaus" that report to the SETC. This move significantly strengthens the position of SETC, since these industrial organizations previously reported directly to the State Council. SETC essentially has been transformed into a "super ministry" responsible for supervising all industrial production, except that of industries subsumed under the new Ministry of Information Industry (MII).
