Chang Wanquan
During the 17th National Congress of the Communist Party of China (CPC) in 2007 Chang Wanquan was elected as a member of the Central Committee and a Member of the Central Military Commission. Chang serves as Director of General Armaments Department (GAD) of the PLA as of 2007.
Chang Wanquan, an ethnic Han, was born in Nanyang City in Henan Province in 1949 and joined the PLA and CPC in March 1968. Chang studied at Weinan Specialized Teachers School of Shaanxi Province and graduated in 1987. He was promoted to Major General in July 1997, Lieutenant General in 2003 and General in 2007. He was a member of the 16th CPC Central Committee.
Chang joined the PLA as a soldier in 1969 and in 1970 became a Platoon Leader Army. From 1970 to 1974 Chang served as Chief of Staff, PLA, Services and Arms, Combat Training Section. The from 1978 to 1980 Chang was promoted to a Secretary, PLA, Regions, Lanzhou Military Region, Corps Command Office CPC, Party Committee Gansu Province, Lanzhou City. In 1978 Chang was Chief of Staff, Operations Department Gansu Province, Lanzhou City
In 1980 Chang was promoted to Deputy Director of Services and Arms, Combat Training Section. From 1983 to 1985 he was the Chief of Staff, Services and Arms, Division Command.
From 1985 to 1990 Chang was Deputy Commander, Services and Arms, Division Command. In 1990 he was promoted to Director of Lanzhou Military Region, Operations Department Gansu Province based out of Lanzhou City. In 1992 he became Commander, Services and Arms, Division Command and from 1994 to 1998 he served as the Chief-of-Staff for Services and Arms, Group Army.
From 1994 to 1995 Chang attended the University of National Defense and two years later in 1997was promoted to a Major General. In 1998Chang was appointed Director of the University of National Defense's Campaign Research Department.
From 2000 to 2002 he served as a Commander of the Services and Arms Group. In 2002Chang became a member of the 16th CPC, Central Committee. That same year Chang was appointed Chief-of-Staff of Lanzhou Military Region in Gansu Province based out of Lanzhou City.
From 2003 to 2004Chang served as Chief-of-Staff of the Beijing Military Region in Beijing Municipality and in 2003 was promoted to Lieutenant General. In 2004 he served as Commander of the Shenyang Military Region in Liaoning Province based out of Shenyang City.
Chang became a mMember, 17th CPC, Central Committee and Central Military Commission in 2007. That same year he was appointed Director of the GAD, where he replaced Chen Bingde. In 2007 Chang was promoted to General and as of 2008, Chang is a member of the Central Military Commission of the PRC.
