Xi'an Yanliang National Aviation Hi-tech Industrial Base

Located in Xi'an, capital city of northwest China's Shaanxi Province, the Yanliang base is home to Xi'an Aircraft Industry (Group) Co., Ltd. and another 125 aviation businesses. China Aviation Industrial Base in Yanliang is an outlying district about 50 km from downtown Xi'an. To foster industrial clusters, the aviation has been striving to build a industrial development format of "one base and four zones", based on the features of such different industrial links as manufacturing, maintenance, training and etc. "One base and four zones" means one national aviation industrial base, and Yanliang Aviation Manufacturing Zone, Pucheng General Aviation Industrial Zone, Xianyang Airport Industrial Park and Baoji Flight Training Industrial Zone. All these base and zones have effectively integrated Shaanxi's aviation industry and airport space resources, and formed a new aviation industrial belt with special features, rich content, excellent facilities, complementary functions and convenient connection between the four zones.

Xi'an Yanliang National Aviation Hi-Tech Industry Base (also referred to as Aviation Base), is the first national aviation hi-tech industry base in China which was approved for establishment in Aug. 2004 by the National Development and Reform Committee (NDRC) and was launched officially for construction in Mar. 2005. Relying on the advantageous aviation resources in Shaanxi Province, the China Aviation Industrial Base efficiently integrates airport resources and industry resources of Guanzhong Region (Central Shaanxi Province) to meet the ground and airspace requirements of aviation industry development, forging the "One Base, Four Park Zones" industry development layout. "One Base" is China Aviation Industrial Base, "Four Park Zones" include Yanliang Aviation Manufacturing Park, Xianyang Airport Industry Park, Pucheng General Aviation Industry Park and Baoji Fengxiang Flight Training Park, forming aviation industry cluster with the strongest comprehensive strength.

In the future, Aviation Base will break through the "Four Zones" and gradually form a development layout of "One Base, Multiple Park Zones" so that the aviation industry resources, airport airspace resources of Shaanxi Province can be integrated more efficiently to form a new aviation industry belt with distinct characteristics, rich contents, complete auxiliary, complementary function and inter-related multiple parks.

Improving independent innovation and make technical breakthroughs are the lifeline of aviation industry. the aviation base is making full use of the province's advantages in scientific research and in universities, and has adopted a development mode of combining production and learning, with a goal of become world leading in key technology and products such as high-temperature ceramic matrix composites, magnesium and titanium alloy materials, large-scale aviation forging hydraulic press, airport automatic vehicles, flight training simulators, hi-tech chemical de-icing fluid and avionics. A number of key aviation material technology programs have entered the base and began to be industrialized including Academician Zhang Litong's ceramic matrix composite application technology, China Aerospace Science and Technology Corporation NO.4 Research Institute's high-performance carbon fibers technology and inorganic polymer materials technology lead by Academician Cao Chunxiao. The completion and put into production of these programs marks a great leap forward by Shaanxi'a aviation industry on jumbo jet manufacturing and independent research and development.

Industrial development needs supporting facilities and development environment. Yanliang Processing and Manufacturing Zone has completed the overall planning and detailed controlled planning for a starting area of 5km2, and infrastructure including water, electricity, gas, and road, for all of which 2.13 billion Yuan has been invested. A batch of supporting industrial facilities have been began to be constructed such as aviation enterprises incubator plants, aviation science and technology corridor landscape belt, processing and logistics bonded warehouse, Northwest Polytechnic University engineering base, standard plants, incubator office buildings, sewage plants and substations. The smooth progression of infrastructure construction would for certain improve the industrial development in the aviation base.

Human resource is the key to the development of aviation industry. The base has been making full use of Shaanxi's human resource advantage to ensure that all kinds of talents needed by the aviation industry are accessible. The base is now actively cooperating with overseas prestigious organizations to foster talents needed by enterprises through programs such as coalition education and postgraduate exchanges. In addition, Xi'an Aviation College and Xi'an Aviation Technology Remedial School have been set up to train high-level professionals and technical workers at all levels.

The aviation base intends to take the jumbo jet program in Xi'an as a great opportunity and improve industrial chains and supporting facilities. To solve all the problems facing China aviation industry, the base has been actively suggesting the country to set up China Fund for Aviation Industry Investment, and to put forward special policies on the development of aviation manufacturing industry.

As the only foreign invested enterprise in Xi'an Yanliang aviation base, Pufeiwo(Xi'an) Machine Manufacturing Co., LTD, employing 39 people, achieved a profit rate of 45%after it begun production in the base, compared with a former profit rate of 5%. Now Pufeiwo is planning to increase investment and expand production. This is a successful story of aviation manufacturing enterprise achieving rapid development after entering aviation base. In Yanliang base, there are over 140 such kind of similar enterprises covering all links of aviation industry. This shows a remarkable cluster effect. Zhang Xiaoqiang, vice director of State Reform and Development Committee, and his delegation gave very positive comment on the achievement made by the base in recent years, its guiding principle and measures it has taken, during their inspection on 31 July 2008. They have also noted that the State Reform and Development Committee would continue to offer full support to the base in industrial development, industrial policy and other aspects.
