ATF Janequeo [7]

The objective of the Tugboat [Remolcador] is to strengthen rescue and rescue capacity, both civilian and military vessels in the area of national responsibility, safeguard human life at sea, the preservation of the environment and natural resources, logistical support where required and the ability to carry out submarine rescue and salvge.The Ministery of Defense approved on 26 January 2018 the Tugboat project which envisaged the purchase of a new vessel to complement the missions' carried out by the ATF-66 Galvarino and the ATF-67 Lautaro. This initiative allows to continue the mission of Security and Marfatime Interests of the Country entrusted by the State of Chile to the Navy and which includes actions of rescue and salvage, according to the liability agreements set out in international conventions.

The project began with a search for two oceanic fleet tugs with better technical capacities than the ATF-66 Galvarino and ATF-67 Lautaro of the Veritas-class built in the Aukra Bruk A/S shipyards of Norway in the 1970s and acquired second-hand in 1987 and 1990, respectively. Onen option considered at that time was the purchase of two Powhatan-class ocean fleet tugboats constructed at Wisconsin's Marinette Marine Corporation shipyard for the US Navy and operated by the Military Sealift Command (MSC). The Defense Security Cooperation Agency (DSCA) in 2016 published the authorization for the transfer of the former fleet tugboat USNS Mohawk (T-ATF-170) to Chile through the Excess Defense Articles (EDA) program, however this offer was cancelled within a few months.

Tra evaluating other alternatives, the institution of choice; a ship specialized in towing and anchor handling and positioning (Ahtsv) of the Larsen Indian shipyard & Toubro Shipbuilding that had been commissioned as part of a contract of four supply vessels (PSV) and two Ahtsv made in 2016 by Halul Offshore Services Co. WLL (HOSC) De Qatar to L&T Shipbuilding.

After evaluating various options, the institution chose a Vessel Specialized in Towing and Anchor Handling and Positioning ( AHTSV) of the Indian shipyard Larsen & Toubro Shipbuilding which was part of a contract forf four supply ships (PSV) and two AHTSV made in 2016 by Halul Offshore Services Co. WLL (HOSC) so Qatar to L&T Shipbuilding. HOSC canceled its purchase in 2016 due to the dounturn in the demand for services of the oil industry. L&T Shipbuilding put these units for sale in 2018 with a construct value of approximately US$20 million each and invited shipowners, operators, governments and companies in the public sector to submit offers.

On 05 March 2018, the decree authorizing the incorporation of the ship by the then Ministers of Defence and Finance, and as part of this project, the Chilean and United States signed on 27 August 2018 a cooperation agreement to seek the best alternative on the market and to allow a further addition to safeguarding human life at sea, serving as a platform for the rescue and rescue of submarines.

The acquistion of the AHTSV was carried out; through the Foreign Military Sales (FMS) program of the United States Department of Defense and was managed by the Naval Sea Systems Command (NAVSEA). Contract N0002420C2214 is a Firm Fixed Price Federal Contract Award. It was awarded to Larsen And Toubro LIMITED on Mar 4, 2020. Larsen and Toubro Ltd., Mumbai, India, was awarded an $11,500,000 firm-fixed-price contract in the support of the government of Chile for an existing twin-screw Anchor Handling, Towing, Supply and Standby Vessel (AHTSSV) with hybrid propulsion and dynamic positioning system, hull number 71010. Work will be performed in Chennai, India, and is expected to be completed by May 2020. This contract involves foreign military sales (FMS) to Chile. FMS national funding in the amount of $11,500,000 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured, in accordance with 10 U.S. Code 2304(c)(4) (international agreement). The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-20-C-2214).

The sanitary and other facilities were improved, and new paint was applied on the ship’s body before handing it over to the Chilean Navy. The fleet tugboat ATF-65 Janequeo [hull number 71010, the seventh veseel of this name] arrived on 22 February 2021 at the port of Valparaiso after a journey of more than 11,000 miles across the Indian and Pacific Oceans. The new vessel replaced the ATF-68 Leucoton which was withdrawn from service in 2008. Its incorporation allows the Chilean Navy to increase its' rescue and rescue capabilities. The unit, before embarking on the journey, received work at the Indian shipyard facilities located in Kattupalli that included improvements in habitability and new paint sanitary facilities in the superstructure, deck and hull. The ocean support vessel "ATF-65 Janequeo", recently acquired by the Chilean Navy, made its first official voyage as an institutional vessel calling on the port of Singapore, from where it headed to Wellington, New Zealand. ATF-65 Janequeo ship departed from Wellington Port in New Zealand on January 28, 2021. The ship made landfalls in its navigation to Chile in the ports of Colombo, Singapore, Male, and Wellington.

The ATF-65 Janequeo is 70 meters in length, 19 meters in beam and has a maximum draft of 6.2 meters. It displaces 2,500 tonnes and has a static capacity or Bollard Pull of 150 tons. It can carry 38 crew and 22 passengers. The vessel is equipped with a DP2 dynsmic positioning system to respond to emergencies and for the ease of rescue operations. It can fight fires, attend emergencies, carry out rescue actions, replenish supplies on the high seas, recover oil spilled at sea and other tasks.

The Chilean tugboat Janequeo [5th] was an Abnaki -class tug of the Chilean Navy that sunk on 15 August 1965 during a devastating storm in the Bay of Manquemapu, 60 nautical miles south of Corral, Chile with the loss of 51 men as she helped Leucoton that had run aground.
