Kazakhstan Navy - Military Naval InstituteThe officer personnel for the young Kazakhstan Navy take their training in navy institutes of Russia, Germany, Pakistan, India, Turkey, Azerbaijan, and South Korea. Apart from that, there is a marine institute in Aktau, opened in 2003, offering two training levels – higher education for officers and a college. The domestic institute gives training in three majors – navigator, electrician, diesel-operator, and radio-technical equipment and communication.
Kazakhstan stands out from its neighbors thanks to two specific institutions. The first is related to its creation of a naval force in the Caspian Sea, which led to the opening of a Marine Military Institute at Aktau in 2001. This Institute trains forty officers each year in questions linked to maritime counter-terrorism, anti-drug struggle, research, and sea rescue1. Graduates serve in the Kazakh Caspian fleet and also the civil and maritime fleet. The decision of the authorities to adopt Western standards, mainly as part of the Individual Action Plan for the Partnership (IPAP) for the purpose of achieving interoperability with NATO, led them to open a Military Institute for Foreign Languages, principally financed by the United States, Great Britain, and Turkey. The Maritime Military Institute trains many more officers than the country requires, given the weakness of the Caspian fleet, and some of them are unable to find any openings in their specialization.
Higher naval school of the Ministry of defense of the Republic of Kazakhstan was created in 2001 in accordance with the Resolution of the Government of the Republic of Kazakhstan No. 314 dated from March 1, 2001 in Aktau on the base of vocational-technical school. Under the resolution of the Republic of Kazakhstan No. 684 dated by July 10, 2003 “On renaming military educational institutions of the Ministry of defense of the Republic of Kazakhstan” it was renamed into “Naval institute” state institution. Graduates of the institute are designated for service on ships and coast units of Navy and naval units of Frontier service of CNS RK and also for service on sea crafts, inland waterways crafts and mixed river-sea-going ships of civil Fleet of the Republic of Kazakhstan.
The aim of the institute is the preparation of sea experts. Naval Institute prepares military men on the following specialties of secondary vocational education: - Navigation and visual connection; - Ship communication facilities; - Ship engine with internal combustion and electrical facilities. State general educational standards (SGES of RK 3.07.459-2006) were approved by the order of the minister of education and science of the Republic of Kazakhstan No. 200 dated from April 19, 2006 “On approval of state compulsory standards of higher professional education”.
Kazakhstan’s Defence Minister Adilbek Dzhaksybekov said he was convinced that the nation’s Caspian shores are under effective protection after having visited the Aktau-based garrison in October 2010. While inspecting the forces in Aktau, Dzhaksybekov met with the cadets of the Naval Institute and the sailors of the Naval Forces. According to the Minister, the personnel have been perfectly fulfilling their main tasks, which include the improvement of the combat and maritime battle training of the battleships’ crews. Dzhaksybekov also inspected the combat vehicles and the militaries’ living conditions. “A high level of combat readiness is the main quality indicator of the condition of troops. It determines the degree of vigilance of the military personnel, their readiness to perform combat missions at any time, even under the most adverse conditions,” the Defence Minister said. The Minister noted that the combat readiness encompasses all aspects of life and work of the Armed Forces. It includes efforts, training, and awareness, as well as discipline of troops and the art of command, according to him.

Naval institute is situated in Aktau, 24 microdistrict, tel: 8-7292 42-99-45, 42-98-76.
