The prefect is appointed by decree of the President of the Republic in Council of Ministers. In Guyana, the prefect of the department is also a regional prefect, a prefect of a defense zone and a government delegate for the State's action at sea. Specific competences are vested in him to ensure the protection of the installations of the Guyanese space center ( CSG): it coordinates security actions during launches.
The missions of the prefect are broad but can be grouped into three main components: the representative of the State, the government and the bodies of the European Union, the guarantor of the application of the law and the direction of the decentralized services of the State . Since 1 January 2011, its role has been strengthened in its steering, pooling and support missions.
It is supported in its mission by the prefectoral corps, which is composed of a secretary general, a sub-prefect with authority over the arrondissement of Saint-Laurent-du-Maroni, a secretary-general for Regional affairs and a chief of staff and, on the other hand, sub-prefects with specific functions: a sub-prefect responsible for the communes of the interior.
The first national conference for overseas security, organized by the Ministry of the Interior and the Ministry of Overseas France, was held 07 March 2017 in the presence of Bernard Cazeneuve, Prime Minister. The exchanges between all the actors - prefects, parliamentarians, magistrates, local elected officials, police officers, gendarmerie soldiers and representatives of associations - made it possible to take stock of the actions undertaken within the framework of the overseas security plan launched in June 2016 and share best practices.
The Government's commitments are reflected in concrete measures: 563 policemen and 310 gendarmes were deployed or projected in the overseas territories in 2016 and 2017 for an initial objective of 370 police officers and 242 gendarmes in the real estate sector.
The police and the gendarmerie in French Guiana are 1 670 personnel of all missions of Homeland Security. At least 165 police officers and gendarmes will come to strengthen in Guyana, by June 2017 and 90 additional from 2018 that will allow to further improve the results.
Six squadrons of gendarmerie mobile involved in Guyana, a new squadron of 72 gendarmes has been affected since the beginning of November 2016, exclusively on security missions public of the island of Cayenne. The mission of this squadron will be extended beyond 31 December 2016.
Recent Government measures announced on the force reserve will benefit also in Guyana: 100 new police reserve positions will be created, which will bring to 300 members of this force, mainly composed of Guyanese volunteers, which allows a flexible and adaptable employment needs. Furthermore the C.T.G. said wanting to encourage the training of these young Guyanese people by taking into account of their accommodation during the preparations military gendarmerie. To support this growing power, the effort made in police equipment and gendarmes is also important, primarily vehicles, weapons and equipment personal protection.
