Heydar Aliyev Aliarza
H.Aliyev was born in Nakhichevan city of the Republic of Azerbaijan on May 10, 1923. After graduating from the Pedagogical Technical College in 1939 he studied at the faculty of architecture at the Industrial Institute of Azerbaijan (present State Oil Academy of Azerbaijan). He acted as the chies of department in the People's Commissariat for Internal Affairs and the Council of the People's Commissariat in Nakhichevan in 1941 abd was sent for work in the state security bodies in 1944. Leiutenant Heydar Aliyev graduated from the special qualification courses in Baku in 1945 and returning to Nakhichevan continued his activity in the security bodies. Leiutenant was conferred the jubilee award on the occasion of the 30th anniversary of the Soviet Army and Fleet by the order of the chair of the State Security Committee S.Yemelyanov in 1948. Heydar Aliyev graduating from the High School of the State Security Committee in Leningrad with excellence returned to Baku in 1949-1950.
Captain H.Aliyev was appointed the deputy chief of department of the State Security Committee of the Azerbaijan SSR in 1956. At that very time the operational measures Duel, Naturalist and Alagoz were carried out successfully under his leadership. He graduated from the history faculty of the State University of Azerbaijan in 1957. He was many times awarded by the leadership of the State Security Committees of the Republic and the Union for his irreproachable activity in the security bodies. Heydar Aliyev who was appointed the deputy chair of the State Security Committee in 1964 educated at the High School of the State Security Committee after F.E. Dzerzhinsly in Moscow and greaduated from the courses designed for the leading staff with excellence. He was appointed the chair of the State Security Committee under the Council of Ministers of the Azerbaijan SSR in 1967 and fulfilled these functions till 1969.
Heydar Aliyev who made a great contribution to the nationalization of the security bodies of Azerbaijan and to the upbringing of the future generation of specialists passed the way up to the title of major-general in the said structures. By the order of the chair of the State Security Committee of the USSR Heydar Aliyev was presented a message of thanks and valuable presents for his irreproachable long-term activity in the security bodies. Heydar Aliyev was elected the first secretary of the Central Committee of the Communist Party of Azerbaijan at the plenum of the Central Committee in July of 1969 thus becoming the leader of the republic. Heydar Aliyev who was elected the member of the Political Bureau of the Central Committee under the USSR Communist Party in December of 1982 was appointed the first deputy secretary of the Council of Ministers of USSR.
Heydar Aliyev acted as the deputy of the Supreme Soviet of USSR during 20 years and the deputy chair of the Council of Ministers of USSR. Heydar Aliyev expressing his protest to the policy conducted by the Political Bureau of the Central Committee of the USSR Communist Party and privately Mikhail Gorbachyov resigned from the positions he held in October of 1987. He left the Communist Party of the Soviet Union in June of 1991 as the protest to the bloodshed committed by the Soviet troops in Baku on January 20, 1990. Due to the deterioration of the situation in the country in May-June of 1993 and the civil war that took place in the country along with the threat to lose the independence, Heydar Aliyev returned to the government on June 15, 1993 and was elected the chair of the Supreme Council of Azerbaijan and started to fulfill the duties of the President of the Republic of Azerbaijan on June 24, by the resolution of the Milli Medjlis.
As a result of the national referendum of October 3, 1993 Heydar Aliyev was elected the President of the Republic of Azerbaijan. He was again elected the President for the next term on October 11, 1998. Over 30 years of the history of Azerbaijan, the resurrection of all the spheres of the sociopolitical, economic and cultural life was connected with the name of Heydar Aliyev. The way leading to the independence of Azerbaijan in fact generated from the year of 1969-the year of his coming into power.
Heydar Aliyev, within the framework of the ideology of that time, did not allow the suppression of the national spirit of Azerbaijani people and even used all the capacities to increase it. The negative cases leading to the economic and cultural decay due to the absence of the national ideology were removed with Heydar Aliyev coming into power. As a result of his fruitful activity the years of 1970-1985 became the most significant period in the establishment of the state system of Azerbaijan due to the transfer of a quite new stage in the financial state of the people and the characteristicts of the economic and social reforms and the scope of the changed that occurred at that time.
With Heydar Aliyev returning to the government following the independence of Azerbaijan a real turn occurred in the sociopolitical, social, economics, sociantific and cultural life and the process of the state system establishment commenced on the scientific basis and in accordance with the international norms and principles. As a result of the urgent measures conducted by Heydar Aliyev, significant steps were taken for the formation of the National Army, the establishment of the military troops able to protect the national interests of Azerbaijan and for the safeguarding of the lands. On the other hand, the ceasefire which was of great importance for Azerbaijan was achieved by means of all political and diplomatic devices in May of 1994.
The signing of the first oil contract named the contract of the century in September of 1994 and its implementation by means of the relative stability in the country and the use of the rising international interests in Azerbaijan was the bright manifestation of the implementation of the oil strategy as the basis for the concept of the economic development of independent Azerbaijan and worked out by Heydar Aliyev.
Heydar Aliyev died on December 12, 2003 at the age of 81.
