A New Era Begins
January 1, 2009, ushered in the beginning of a new era in U.S.–Iraq relations. The handover of the Green Zone to Iraqi control and the implementation of the long-anticipated Security Agreement fundamentally changed the framework within which the continuing U.S. reconstruction program operates in Iraq. Other changes will contribute to the ongoing reshaping of U.S. reconstruction and development priorities this year, including national and international fiscal difficulties, a new Administration and a new Congress, and competing regional and geopolitical demands.
