FOREWORD


During Operations JOINT GUARD and JOINT ENDEAVOR, Task Force Eagle units conducted election support missions that proved effective in promoting free and fair elections. Although the missions assigned to Task Force Eagle were specifically designed to support the elections in Bosnia-Herzegovina, leaders may be required to conduct similar missions in support of future elections in Bosnia or elsewhere.

The objective of this Center for Army Lessons Learned (CALL) newsletter is to describe the military support provided during the election processes for both the 1996 National Elections and the 1997 Municipal Elections in Bosnia. It is the first volume of a two-volume set of publications concerning military support to civilian elections during stability operations. Volume I provides essential background information and lays the foundation for understanding the Bosnia election process. It continues with a description of the tactics, techniques, and procedures (TTP) used by the Implementation Force (IFOR) to support the 1996 National Elections in Bosnia. Volume II will provide the tactics, techniques, and procedures used by the Stabilization Force (SFOR) to support the 1997 Municipal Elections in Bosnia.
