Electoral Code of Conduct for Political Parties,
Candidates and Election Workers


The PEC developed an electoral code of conduct to promote conditions conducive to the conduct of a free and fair election and a climate of democratic tolerance in which political activity could take place during the election period without fear of coercion, intimidation or reprisals. The Code was binding on all political parties and candidates, who had to declare the acceptance of it before being registered by the Provisional Election Commission. It was the responsibility of political parties and candidates to ensure that the Code was strictly observed by all their representatives, campaign workers and active supporters. The electoral code of conduct is outlined below.

BiH ELECTORAL CODE OF CONDUCT

  • Political parties and candidates will not carry or display arms at any political meeting, polling station, or any gathering.

  • Political parties and candidates will not use on election day, any communication device within hearing distance of a polling station.

  • Political parties and candidates will not exhibit any advertisement or campaign material on or in a polling station.

  • Political parties and candidates must acknowledge the Provisional Election Commission, and accept its rules.

  • Political parties and candidates must respect the following rights of other political parties and candidates:

    • The right to hold public meetings.
    • The right to have access to all forms of media.
    • The right to freely canvas for membership.
    • The right to publish and distribute posters and written material.

  • Political parties and candidates will not use or incite others to use violence or intimidation.

  • Breaches of the BiH Electoral Code of Conduct :

    • May be filed by anyone.
    • May be filed with either the LEC or the PEC.
    • PEC can impose penalties ranging from fines to disqualification of candidate(s).

  • All political parties and candidates must pledge to accept the results of the BiH election, once these results have been certified by the PEC.
