FOREWORD
This publication describes the purpose, organization, and functions of Joint Military Commissions (JMCs), based on operations conducted by the UN, NATO, and Coalition partners in Bosnia-Herzegovina.
The publication does not constitute U.S. Army doctrine. CALL's objective is to provide commanders with techniques and procedures on how to form JMCs and how to use the recently developed JMC concept as the catalyst for implementing the military aspects of a formally constituted peace agreement among former warring factions (FWFs). In Operation JOINT ENDEAVOR, this approach proved effective in avoiding the use of force to separate the FWF.
Army
leaders in the field should apply the techniques and procedures of this publication
in concert with those contained in CALL Newsletter No. 96-5, May 96, Drawing
a Line in the Mud (Zone of Separation (ZOS)), when executing this type of peace
operations contingency.
