TECHNIQUES AND PROCEDURES
FOR BILATERAL MEETINGS


At the brigade and battalion levels, bilateral meetings were used to set the conditions for successful JMC meetings. During bilateral meetings, brigade and battalion commanders:

  • Set the conditions for a successful JMC. One brigade commander said it was like "counting votes of a committee before taking a vote in the House of Representatives or Congress."

  • Instruct the factions on the terms and the interpretation of the military aspects of the peace accord.

  • Explore solutions to controversial issues before a formal JMC. Often, commanders suggest certain courses of action that they would like the various factional leaders to propose as solutions to issues at the next JMC.

  • Plan specific operations that were agreed upon in broad concept during JMC meetings.

    - Complete withdrawal to barracks/cantonments
    - Demobilize excess military (no weapons/training)
    - Report detailed status of forces B-H wide at D+120
  • Units tactically employed after 18 April will be in violation of GFAP
  • Brcko radio station anti-IFOR broadcasts
