This bulletin consists of Total Army family support lessons gathered from the field and collected and processed by the Center for Army Lessons Learned (CALL). It is not all-inclusive. The reunion phase of collecting lessons is ongoing. Meanwhile, the U.S. Army Family Support Service Center, Army Community Services, has published a guide, Reunion after "DESERT STORM", Feb 91, to assist in working reunion issues.
This bulletin also contains information collected by the U.S. Army Community and Family Support Center for the Deputy Chief of Staff for Personnel, Department of the Army. It documents activities and provides references for future Army publications that will be devoted to family support and the special situations encountered in both active and reserve deployments. Additional information about family support activities can be found in CALL Newsletter No. 90-11, Getting to the Desert.
Family support initiatives are designed to assist family members of the Total Army during periods of deployment or emergency. They also provide a means of information flow between the military and family members about family-related issues. Rear detachment commanders (RDCs) and Family Support Groups (FSGs) provide primary support among family members within units during deployment. During periods of nondeployment, FSG activities are directed at developing a sense of community among families in partnership with their unit.
Training forms the basis for all successful programs. Training is as essential for AirLand Battle operations as it is for FSG initiatives. The FSG link with commanders is the most important link. Without a commander's active support, an FSG could not exist. FSG legitimacy flows primarily from the commander's approval. FSG volunteers will be prepared to provide for all members of the community if family support volunteer training and organization has command emphasis. Commanders must understand, support, and provide the training needed to produce quality care for family members.
We extend our heartfelt thanks to those family members, soldiers, and civilians who gave their time and knowledge to Family Support Programs worldwide and to the military agencies and communities that provided information.
