LESSON LEARNED: USE TOP-DOWN FIRE PLANNING
WITH
BOTTOM-UP REFINEMENT
There is normally not enough time during preparation for combat for the brigade FSO to wait for platoon Forward Observers (FO's) and company/battalion FSO's to identify, consolidate, and forward targets for inclusion into the fire support plan. Fire support plans developed by the brigade FSO include the commanders intent and can be refined by the subordinate battalion and company FSOs much quicker than having the plan "bubble up".
Fire support agencies should disseminate the fire support plan to subordinate levels using a digital formatted message (as opposed to plain text [SYS:PTM] message) to reduce the probability of errors in transmission. FOs and FSOs at lower levels must verify and refine the plan, their assigned targets, and positioning to ensure they can execute fires needed to support the commanders intent.
