THE THREAT
The threat to our forces is the enemy commander's ability to make decisions on the advantageous use of his forces. These decisions are predicated on his ability to see ground truth on the battlefield. Soviet doctrine states that acquisition, production, analysis, and timely use of this intelligence for decisionmaking is essential to victory. For this reason, Soviet forces have an extensive organic capability for reconnaissance, analysis, and dissemination of intelligence at each echelon, regiment through front.
We are Always Targeted
Though U.S. forces will not always oppose a direct "Soviet threat," especially in non-European, low- and mid-intensity conflicts, we must assume that the enemy has the capability to conduct both effective command, control, and communications functions and effective multiple source intelligence collection.
