MEMORANDUM FOR BRIGADE COMMANDERS AND BRIGADE EXECUTIVE OFFICERS
SUBJECT: Preparation for JRTC Leaders Training Program (LTP)
1. The following are some tips you may want to consider in your preparation for LTP. [ Also see: BattleStaff MDMP Toolkit ]
2. Review the Military Decision-Making Process (MDMP) as shown in your SOP. Talk the staff through it. The XO can do the facilitating, but the brigade commander should be present to ensure it meets his standards and desires. Commanders and staffs must understand the tools, techniques, and products required for each step in the process. Early on reinforce to the staff that they are operating in a TIME CONSTRAINED ENVIRONMENT.
3. Determine who on the staff will have what responsibilities, starting from receipt of mission through orders preparation, and what techniques will be used in each step of the MDMP. Discuss staff actions in detail. Put a name next to each responsibility.
4. Have a good understanding of the steps for this before you arrive at LTP. On Day 3 of the program, the brigade XO will be required to walk the staff through the brigade process. This takes about 3-4 hours to do it correctly. The commander's presence is required, and, as the brigade coach, I will assist the XO in keeping things moving.
5. Review with the brigade staff and battalion commanders and their staff principals what formats and procedures are expected by the brigade commander for confirmation briefs, backbriefs, mission analysis briefs, OPORD briefs, conference calls, brigade rehearsals, etc. If possible, resolve these formats before arriving at LTP.
6. Review COA development procedures with the brigade S3. LTP uses the "focused "or "single" COA development because brigades and battalions face time constraints and limited personnel.
7. Review the type of OPORD and WARNO formats you will be using, preparation techniques, and who has responsibilities in putting the order together.
8. Ensure the S3 SGM knows how he plans to set up the TOC in the brigade classroom at LTP. Do not forget to include current operations. There is a requirement for a larger plans area to accommodate personnel normally off shift.
9. Review conduct of the defense. The LTP executes the defense on Day 7 using the JANUS combat simulation. Study your old brigade orders from LTP and the box. Also review the MOUT attack on S-G as it will be part of the second brigade order and you will be required to plan it through concept.
10. Review targeting meeting format and responsibilities. Try to walk through at least one with all staff personnel normally scheduled to attend. [ See also: Bde Level Targeting Process Guide ]
11. Determine how the brigade staff will plan and execute commander/staff reconnaissance, initial reconnaissance, and R&S planning. Determine who has staff responsibility, who participates, and how and when these are planned and executed in the operational timeline.
12. You will be e-mailed the Battle Command handouts. Review page 5 for brigade and battalion commander planning duties and responsibilities.
