EXECUTIVE SUMMARY
I. PURPOSE. The attached Tables of Organization and Equipment
(TOE) identify the Military Intelligence Battalion (Heavy
Div), and modernize the current HQDA-approved A-edition 34395A000
table. The goal of this effort is to develop TOE which accurately
reflect the systems' modernization path and organizational
structure necessary to deploy the Military Intelligence Battalion.
Attached includes the Base TOE (BTOE), various Incremental Change
Packages (ICP), and the Objective TOE (OTOE). As part of the
analysis, these TOE reflect current approved doctrine, Force Design
Updates (FDU), and latest information concerning changes in
operational concepts, updated manpower requirements and related Basis
Of Issue Plan (BOIP) data.

E. Major Changes.
1. MI (CMF 33/96/98) NCO Restructure (CINCOS) changes
were applied to these TOE, changing grades/mos, but not affecting
personnel strength.
2. These DTOE have been updated to reflect current
Standards of Grade Authorization (SGA), Manpower Requirements
Criteria (MARC), Basis Of Issue Plans (BOIP), Operational Facility
(OPFAC) Rules, and doctrine. Beginning with the BTOE, the following
structural changes have been applied:
a. 34396A000:
(1) The ACE Concept Redesign, was approved by Dir,
Force Programs, DA DCSOPS, 21 February 1997. That approved concept
realigned the Satellite Communications (SATCOMM) and Communications
Support (COMMS Spt) teams directly under the ACE HQ. This redesign
created a complete revision of the ACE and ASI Sections and a rework
of the TOE, to include:
- ACE HQ redesign created new paras for ACE Comms/para 08, 3
SATCOMM Teams/para 09 (which support Trojan Spirit (TS) II System),
and 2 COMMS Cntrl Teams/para 10 (to support All Source Analysis
System (ASAS) Blk II).
- Within the ACE Redesign, HHOC deletions included the
Battlefield Deception Element (BAT-D) function, to include the
BAT-D Elm HQ, Plans/Ops Sec, Comm Sig Tm, Phys Sig Tm, and Elec
Sig Tm (formerly paras 28-32 respectively).
- Dissemination Team (formerly para 17), and TC&P Section
(formerly para 09) are deleted.
- Additional billpayers came from reduction of 4 98G Ground
Based Common Sensor-Heavy (GBCS-H) operator posns from GS Co/
34398C000/6 EW Tms/para 10. (see IV.C.3 and I.E.2.c.(5) below.)
(2) With the application of Mobile Subscriber
Equipment (MSE)(formerly ICP C091) as a BTOE item, the former paras
in the HQDA-approved version TOE have been deleted as follows:
para 25/Commo Plt HQ
para 26/Telecom Center Sec
para 27/4 RATT Teams
(3) The RATT Rigs and paragraph 27, "4 RATT Teams",
which were (in the previous "A" edition TOE) deleted with the
application of UGC-144 (SST) ICP C114, have now been corrected to
be deleted by MSE/MSRT (formerly BOIP C091AU), IAW guidance in
BOIPs C114AA & C091AU.
(4) In para 23, C-E Equip Maint Sect, ICP M003AA:
Radar Set: AN/PPS-15 Less Power (Ground Surveillance Radar),
LIN Q16173 has been deleted. Per direction of HQDA-DCSOPS, the
PPS-15 is required only by "Light" units. The AN/PPS-5 Radar Set,
LIN Q16110 remains in the BTOE, same para.
(5) Based upon the changes identified in subpara (1)
and (2) above, all the remaining paras have now been renumbered.
(6) The former "JSTARS GSM TM" para has been renamed
"3 Intel Processing Tms" and is now para 15.
(7) The M577A1 light tracked vehicle (qty 2),
Carrier Command Post (LIN D11538), and all ASIOE, have been deleted
from the BTOE of the S3 Section. Its mod item, the M1068 Carrier
Command Post:(SICPS) LIN C11158 has also been deleted. The 5-ton
M1087 Expando Van, LIN X62237 (qty 1) is now the BTOE carrier,
and it mods to the FMTV 5-ton Expansible Van, M1087, LIN Z94560/BOIP
T046AH.
(8) Adjustments have been made to IEW Maint Sect to
accurately reflect the required quantity of MOS 33W (formerly MOS
33T) positions (in the BTOE as MARC deviations and in ICPs as both
MARC-supported and 1 MARC deviation).
(9) QDR-directed deletion of the CE/IEW Maint Plt HQ
totalling reduction of 2 personnel.
(10) Deletion of 1 88M/Chauffeur from HHOC, Cmd Sect.
(11) Deletion of 2 92Y/Supply Spec (1 ea E3/E4) from
HHOC, Co. Hq and change of duty title from "Armorer" to
"Armorer/Supply Spec" for remaining E4.
(12) Reduction in grade of Collection & Mission Mgmt
Tm Manager, para 18, from O4/MAJ to O3/CPT at DA direction.
b. 34397A000:
(1) Comm Section, formerly para 02, has been merged
into the CO HQ, para 01 and all the subsequent para have been
renumbered.
(2) The M113 tracked vehicle, Armored Personnel
Carrier (BTOE LIN D12087) has been deleted as the prime mover for
Ground Surveillance Radar (GSR) Teams (para 06). Also its mod item,
M113A3/C18234 is deleted. The HMMWV is now documented as the BTOE
prime mover and remains in the OTOE.
c. 34398A000:
(1) With the application of Trailblazer, AN/TSQ-138
System to this Base TOE, the "Analysis Section", formerly para 08,
has been deleted and para 09, "Five EW Teams", is renumbered to
become the new para 08.
(2) With the application of the Ground Based Common
Sensor/Heavy (GBCS-H) ICP, sequence date 971231, all of the follow-
ing paras will be deleted:

(3) Also upon application of GBCS-H, the new "EW

replaces Trailblazer's para 06 "Five EW Tms".
(4) The paragraph placeholders for the Army's
forthcoming Short-Range Unmanned Aerial Vehicle system are located
within the Air Recon Plt:

II. MISSION/CAPABILITIES/SECTION I.
A. Mission: To provide combat intelligence, electronic
warfare, counterintelligence, and all-source intelligence to the
Heavy Division.
B. Capabilities: At level 1, this unit provides:
1. Multidisciplined intelligence collection, electronic
warfare, and counterintelligence support, to include signals
intelligence collection and direction finding, interrogation of
prisoners of war, and imagery intelligence.
2. A single intelligence commander responsible for the
integrated management and technical control of intelligence assets
organic or attached to the division.
3. Intelligence collection management, single source
processing, all-source production and dissemination for the
division.
4. Intelligence collection, processing, and management
support to maneuver brigades of the division.
5. Direct support maintenance on organic electronic
warfare, signals intelligence, communications-electronics,
communications-security, and Controlled Cryptographic Items (CCI)
equipment.
6. Direct support maintenance for QUICKFIX system
electronic warfare equipment organic to the Command Aviation
Company, TOE 01308A000.
C. SECTION I: See TOE section I for a complete list of
capabilities, dependencies, and limitations of this organization
and its subordinate units.
III. ASSIGNMENT. Organic to the Heavy Division, SRC 87000A000.
IV. PERSONNEL.
A. Differences between the design and documented OTOE
requirements are minimal.
B. MARC Deviations. This DTOE reflects -2 92Y/Supply Spec
deviations from design and +6 33W/EW Tac Sys Rpr deviations to
support BTOE legacy systems: Teammate/AN/TRQ-32, Trailblazer/
AN/TSQ-138, and Traffic Jam/AN/TLQ-17A. Deviations are
identified with a "Remark 62", where appropriate, in each
respective TOE.
C. Billpayers.
1. MIRI (Military Intelligence Restructure Initiative)-
directed billpayers: 4 98G spaces from GBCS-H, para 10/6 EW Tms/
34398C000 (in lieu of 4 BAT-D billpayers); -2 92Y/Supply Spec;
-2 spaces w/deletion of CE/IEW Plt HQ.
2. 2 additional spaces from GBCS-H, para 10/6 EW Tms/
34398C000 for the plus-up of 1 63B MARC-driven posn for ea
Lt/Hvy Div ASAS set (BOIPs M095AA/AB).
3. The above reflects a total of 6 spaces deleted
from GBCS-H. This reduces the GBCS-H team size from 6 teams
of 9-persons ea (total 54 personnel) to 6 teams of
eight-persons ea (total 48 personnel). (The GBCS-H BOIP/
M077AA was changed to reflect this reduction in team size
in Hvy Div units only). (see I.E.2.a.(1) and I.E.2.c.(5))
