CONSERVATIVE HEAVY DIVISION (CHD)
EXECUTIVE SUMMARY
I. PURPOSE. The attached Draft Tables of Organization and
Equipment (DTOE) identify the Force XXI Design Military Intelligence
Battalion, (Digitized Div), and modernize the current "C" edition
table, which is at HQDA for approval and replacement as the new
A-edition table, 34395A000. The goal of this effort is to develop
TOE which accurately reflect equipment systems' modernization paths
and organizational structure necessary to deploy the Military Intel-
ligence Battalion. Attached includes the Base TOE (BTOE), various
Incremental Change Packages (ICP), and the Objective TOE (OTOE).
As part of the analysis, these TOE reflect current approved doc-
trine, Force Design Updates (FDU), and latest information con-
cerning changes in operational concepts, updated manpower
requirements and related Basis Of Issue Plan (BOIP) data.

E. Major Differences (between the "A" and "F" editions).
1. These DTOE have been updated to reflect current
Standards of Grade Authorization (SGA), Manpower Requirements
Criteria (MARC), Basis Of Issue Plans (BOIP), Operational Facility
(OPFAC) Rules, and doctrine. Beginning with the BTOE, the following
structural changes have been applied:
a. 34386F000:
(1) All Source Analysis System (ASAS) ICP (M095
series BOIPs) were submitted after the "A"TOE was already at HQDA,
therefore, once the ASAS BOIPs are developed, "A" TOE requirements
will be included. ASAS requirements ARE, however currently docu-
mented in the "F"TOE. There were no personnel operator plus-ups in
the BOIP. MARC-driven maintenance impact resulted in the addition of
1 63B in the BOIP. (MARC impact also resulted in +.5/manyr for 52D,
however these hrs were added cumulatively to those of other systems,
therefore 52D was not added with the ASAS BOIP).
(2) A 7-person Analysis & Control Team (ACT) has
been added for priority use by other than Maneuver Bdes.
b. 34387F000:
(1) "Dummy" LINs/BOIPs (M098 series) for DoD's
forthcoming "Outrider" Tactical Unmanned Aerial Vehicle System
(Close-Range/Maneuver) are now documented in the OTOE of DS Co,
deleting the Ground Surveillance Radar Section/para 06.
(2) 4-person CI Tm (x3) and 3-person Interrogation
Tm (x3) (total 21 posns) have been deleted from DS Co. 18 of
those positions were moved to GS Co (12 from CI Tms/6 from Inter-
rogation Tms); 1 Warrant Officer position (x3 tms) was deleted
from Interrogation Tm, in order to remain within the
TRADOC-established "F" OTOE strength "ceiling" of 435 for the
Battalion.
c. 34388F000:
(1) "Dummy" LINS for a notional DoD Joint
Tactical (Short-Range) Unmanned Aerial Vehicle System are now
documented within the Air Recon Plt, instead of para placeholders:

(3) Three 4-person CI Tms and three 2-person
Interrogation Tms (total 18 posns), which were deleted from DS
are added to GS. Of the 21 posns deleted from DS, one W/O
(W2/351E) posn (x3) was not readded to GS providing a savings
of 3 personnel spaces.
II. MISSION/CAPABILITIES/SECTION I.
A. Mission: To provide combat intelligence, electronic
warfare, counterintelligence, and all-source intelligence to the
Heavy Division.
B. Capabilities: At level 1, this unit provides:
1. Multidisciplined intelligence collection, electronic
warfare, and counterintelligence support, to include signals
intelligence collection and direction finding, interrogation of
prisoners of war, and imagery intelligence.
2. A single intelligence commander responsible for the
integrated management and technical control of intelligence assets
organic or attached to the division.
3. Intelligence collection management, single source
processing, all-source production and dissemination for the
division.
4. Intelligence collection, processing, and management
support to maneuver brigades of the division.
5. Direct support maintenance on organic electronic
warfare, signals intelligence, communications-electronics,
communications-security, and Controlled Cryptographic Items (CCI)
equipment.
6. Direct support maintenance for QUICKFIX system
electronic warfare equipment organic to the Command Aviation
Company, TOE 01308F000.
C. SECTION I: See TOE section I for a complete list of
capabilities, dependencies, and limitations of this organization
and its subordinate units.
III. ASSIGNMENT. Organic to the Force XXI Design Armored/Mech
Divisions, SRC 87000F100/F200.
IV. PERSONNEL.
A. There is no difference between the design and documen-
ted OTOE requirements. A total of 2 posns (MIRI-DIRECTED) were
deleted from the original design, having been identified by
MI School, as being acceptable risks:

B. MARC Deviations: This DTOE is designed to reflect full
MARC strength. Deviations (+) are identified with a
"Remark 62" and all (+ or -) were identified by
MI School:
1. In HHOC/para 26/IEW Maint Sect, 6 BTOE 33W posns
are documented which are not supported by MARC, carry Rmk 62
and note "BA". These positions are required, @ ratio of 2 33W
per 3 systems, to support 11 (now BTOE) systems: +5 Trailblazer/
AN/TSQ-138, +3 Teammate/AN/TRQ-32, and +3 Traffic Jam/
AN/TLQ-17A systems, in which their respective BOIPs failed to
identify MOS 33W requirements. These systems each contain
equipment items for which 33W is the identified maintainer/
integrator, i.e. receivers, magnetic field converters,
display/control/interface units, component radio sets, cable
assemblies, transmitters, processors, and converters. 33W
troubleshoots and repairs all systems to the lowest repairable
item (LRI); replaces malfunctioning LRI; repairs defective
wiring and cable assemblages; conducts electrical and mechan-
ical tests; diagnoses complex malfunctions; interprets specifi-
cations, circuit schematics, logic diagrams, and cable charts;
and operates all specific maintenance equipment. In addition,
33W performs DS maintenance for the QUICKFIX system/EW equipment
organic to the Command Aviation Company, TOE 01308F000 and misc.
BTOE items which collectively drive less than .5 manyear.
2. To maintain end-strength, the following are NOT
documented in the HHOC; 1 88M Chauffeur/para 01/Bn HQ and 1 ea
92Y/Supply Spec/para 05/S4 Sect and para 21/Co HQ.
3. Other: A note remark "BX" identifies 3 newly added
74B posns (HHOC/CE/Ops Sect/para 06) and 1 31U/E3 posn (moved
from HHOC/CE/Ops Sect to GS/para 01/Co HQ). These positions were
directed to be documented by TRADOC, FDD, although not currently
supported by either MARC or AR 611.
