EXECUTIVE SUMMARY
1. PURPOSE. This executive summary summarizes the results of a
cyclic review of the Field Artillery Battalion, 105mm Towed,
TOE 06705L200. The review was conducted to ensure that the TOE
reflects the latest approved doctrine and to validate the
requirements for personnel and equipment. Current OPFAC and
MARC were applied to the TOE's.

e. Major Changes.
(1) This 105mm Towed Field Artillery Battalion is the
direct support battalion for the Air Assault Division Artillery.
During the 1990-1992 time frame, the 101st Airborne Division
developed initiative, SLIM EAGLE, to reduce the number of sorties
required to move the DivArty resulted in several changes to the
TOE's. The changes included minor personnel reductions,
reconfiguration of radios and minor adjustments to vehicle and
trailers. Subsequent to the documentation of SLIM EAGLE, the
National Guard Bureau (NGB) requested that a variation based on
current doctrine, OPFAC and MARC be documented for use by the NGB
in its division redesign study (ADRS). As a result, DA directed
that there be a variation for the A/ASLT Div (06705L100) based on
SLIM EAGLE and a variation for use by the NGB (06705L200) based
on doctrine.
(2) The SLIM EAGLE variation was controversial as it was
not in strict compliance with doctrine nor OPFAC. Decisions
concerning how to conduct the cyclic review were delayed while
various staffs (USAFAS, the division, FORSCOM, TRADOC and DA)
debated the issue. During the interim, both variations were held
in abeyance and changes to OPFAC, MARC, NOFC's, etc were not fully
applied. As a result, the last review of the TOE was during the
SLIM EAGLE process in 1992; there has not been a cyclic review
based on doctrine, current MARC data, OPFAC, NOFC's, etc. since
1989. It is in the best interest of the Army to conduct the
cyclic review on one variation based on doctrine, OPFAC, MARC,
etc and then the A/ASLT Div and FORSCOM may review the TOE's and
recommend any changes they determine to be necessary.
(3) The new MARC figures were applied to these TOE's and
the radios were configured based on the current OPFAC rules.
2. MISSION/CAPABILITIES/SECTION I.
a. To destroy, neutralize or suppress the enemy by cannon
fires and to assist in integrating fire support into combined arms
operations.
b. Provides command, control, and supervision for all tactical
and administrative operations of the battalion.

3. ASSIGNMENT. Organic to the Division Artillery, Air Assault
Division, TOE 06700L000.
4. PERSONNEL.
a. Differences between design and documented OTOE
requirements where the design OTOE strength equals the
unit strength cap.

b. MARC Deviations. There are no MARC deviations in these
TOE's. Personnel increases in the battalion are attributable to
documenting full MARC. A review of standard and variable MARC
requirements resulted in the addition of one officer (chaplain),
one senior maint supervisor (63Z5O), one chaplain's assistant
(71M), one welder (44B), one chemical/quartermaster equipment
repairer (63J), one POL vehicle operator (77F), two unit supply
specialist (92Y), one supply sergeant (92Y2O), two fire control
SGT's (13D3/4O), three fire direction specialists (13E), one senior
first cook (92G3O) and one intelligence analyst (96B2O) in the HHS.
The total of 16 additions was partially offset by the loss of one
fire direction SGT (13E), three cannon crewmembers (13B), five signal
positions (31U), one wheeled vehicle mechanic position (63B) and
one personnel admin clerk (75B) resulting in a growth of five
personnel in the HHS. The BTRY gained one TACFIRE operations
specialists (13C) with a multiplier of three, resulting in a gain of
three for the battalion. This gain was off set by the loss of one
cannon crewmember (13B) and one motor sergeant position (63B3O) with
the multiplier of three, resulting in a loss of six personnel for
the battalion. The net impact on the battalion was a loss of three.
The HHS gained five positions and the BTRYs lost a total of three
positions, resulting in a net gain of two personnel in the
battalion.
c. Detailed rationale for doctrinal personnel requirements is
in the accompanying TOE Analysis--Narrative Discussion.
d. The force impact of the battalion is an increase of one
officer position, and an increase of one enlisted (E2-E4) position.
The increase of one officer per battalion is due to documenting
the chaplain in the battalion command section. The old MARC was
one chaplain for 750 personnel. With a DivArty strength of
approximately 1500, that allowed the consolidation of two chaplain
requirements at the DivArty Headquarters; the new MARC requires
one chaplain per battalion. The increase of one (E2-E4) position
was the result of the application of MARC for the chaplain's
assistant.
e. The risk resulting from decrements is minimal force impact.
5. EQUIPMENT.
a. The following items of modernization equipment were
coordinated with HQDA for inclusion in the BTOE and have been
applied: NONE. Equipment reflected in this TOE represents the
minimal essential wartime requirements.

6. COST.
a. Cost Analysis Summaries for each Objective TOE are provided
below.
b. The Force structure information is based on the
current M-Force EDATE 991001.
c. HQDA approved commodity consumption rates were used in the
development of these TOE's and are reflected in the Cost Analysis
Summaries.
d. The difference in cost is due to the application of current
MARC, standards of grade, BOIP's, OPFAC and doctrine.

B. THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,
FROM APPROXIMATELY 90% FOR LEVEL 2 TO APPROXIMATELY 80%
